Organizational Setting

The main aim of the FAO project offices in Countries with no official FAO Representation, which are headed by the Regional Programme Leader (RPL), is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner. Reporting Lines Under the overall administrative leadership and supervision of the FAO Representative to Ukraine at the FAO Regional Office for Europe and Central Asia in Budapest (FAO REU) and the direct supervision of the Head of FAO Office in Ukraine (FAOUA), and with the technical guidance of the Lead Technical Officer (LTO) at FAO REU, the Project Manager will provide technical orientation, advise and backup in order to ensure the delivery of Project outputs to a high standard and in a cost effective manner, taking into account national and international best practices and research results, and in accordance with FAO, the Government of Ukraine and EU norms

. Technical Focus

The Project Manager will be responsible for managing the implementation of Project UNFA/UKR/011/UND EU4R, ensuring that its outputs and targets are met as per project framework, that activities are carried out as planned, within budget and time schedule and that reporting, monitoring and evaluation functions are carried out as per project requirements.

Tasks and Responsibilities

In particular, the incumbent will perform the following tasks: • Plan, implement, and manages Project activities. • Ensure a results-based approach to project implementation, including maintaining a focus on project results and impact as defined by the project results framework indicators; • Prepare and implement a logical framework, detailed workplan and budget using a log frame analysis, including targets to be met, and resources to be allocated; based on the objectives, results and activities presented in the project document, as well as input from local coordination at country level. • Facilitate interdisciplinary inputs within FAO, partner institutions and agencies. • Oversee the implementation, makes best use of available human and financial resources, and ensures FAO procedures are followed throughout. • Lead and coordinate the implementation of project activities and supervises field operations in close collaboration with the project staff. • Oversee the budget management of the Project, including proposed budget revisions and financial reporting, and updates Project ‘s information. • In coordination with the line manager and Kiev Office, coordinate with the project team, facilitate contacts with FAO technical units in both the Regional Office and Headquarters as required for the implementation of the project including the timely identification and deployment of expertise, and coordinates technical input of national and international consultants from different projects and finds synergies amongst the different projects under the Project. • Ensure the strategic fit of FAO Project in the corporate FAO country plans, including the Country programming Framework (CPF), FAO strategic Programme and FAO REU Regional Initiatives, as well as supports resource mobilization, partnership and South South and triangular cooperation activities, as relevant for the scope of the Project;. • Review progress made towards the workplan, as well as the stated objectives and results, on a quarterly basis. • Prepare and/or review Terms of Reference (TORs) for different staff, consultants, contracts, Letters of Agreement (LOAs) and monitors their delivery against agreed timeline and quality. • Organize and manage the process of continuous communication with project stakeholders. • Lead the development of communication products and ensures the visibility of the project activities and results in relevant forums, networks and media. • Research, compile and organize information and reference content from various sources in order to produce reports; create spreadsheets and presentations; maintain paper and computer records. • Ensure the review and publication of relevant project reports through the publication workflow System (PWS) of FAO. • Ensure the flow of communication with FAO offices (FAOUA, REU, HQ). • Perform any other duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Advanced University degree in international development, agriculture, agri-finance, economics or related field; • At least 7 years of experience in project/programme management. • Working knowledge of English and limited knowledge of one of the other official languages of the Organization: Arabic, Chinese, French, Russian or Spanish.
