OBJECTIVES OF THE PROGRAMME

The mission of WHO's HealthEmergencies Programme (The Programme) is to build the capacity of Member Statesto manage health emergency risks and, when national capacities are overwhelmed,to lead and coordinate the international health response to contain outbreaksand to provide effective relief and recovery to affected populations.

DESCRIPTION OF DUTIES

Under the direct supervision of the Regional Emergency Director, and the overall guidance of Director of Programme Management, the incumbent is responsible for, but not necessarily limited to the following duties:

1. Coordinate with the Regional Monitoring Mechanism, and Technical Working Group setup to coordinate the Joint EU WPRO/ SEARO project, facilitating and coordinating regular meetings, recording proceedings and following up with relevant stakeholders on action points.

2. Coordinate with relevant SEAR and WPR WCO Country Focal Points as well as with the Focal Point for ASEAN component of the action in following up on implementation and monitoring of the overall project.

3. Support Technical Working Group on developing annual workplans and budgets for project implementation at regional level.

4. Develop Log Frameworks and monitoring templates and monitor the overall implementation of the project coordinating with relevant officers from Regional and Country Offices.

5. Prepare project reports and other documents required in ensuring compliance with contractual agreement and monitoring framework.

6. Report on identified programme management issues and risks if any and liaise with the Supervisors and/or relevant staff to ensure timely mitigation and resolution.

7. Coordinate visibility activities pertaining to the project liaising with Communications Units of the Regional Offices and other relevant stakeholders.

8. Coordinate evaluation activities to support Organizational learning documenting and consolidating evidence on health interventions (e.g., lessons learnt, best practices and trend analyses) to support coordination and responsive decision-making

9. Provide support in managing WHO activities that are coordinated by SEARO and WPRO.

10. Submit an end of assignment report (mandatory);Perform any other related duties, as required by the functional supervisor.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in Business Administration, Planning or Project Management Desirable: Training in donor/external relations, report writing/communication, public health and/or emergencies. Master degree in Business Administration, Planning or Project Management would be an asset.

Experience

Essential: At least five years' of experience in programme management in health and/or development sector including two (2) years of international exposure. Desirable: Experience of working in the UN would be an asset

Skills

Proven project management skills together with excellent interpersonal skills. Capacity to monitor and evaluate implementation of projects including the development of Project Reports.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,120 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1770 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
