Organizational Setting

The FAO Partnership and Liaison Office in Azerbaijan in partnership with the Ministry of Agriculture of the Republic of Azerbaijan implements the project entitled “Increasing Youth Employment Project (AMAL Phase I)” under the FAO-Azerbaijan Partnership Programme (FAPP). The project aims to enhance self-employability and entrepreneurship opportunities of rural young women and men, including from vulnerable groups through development of necessary skills, access to services and financing as well as mainstreaming green agriculture for Decent Rural Employment in development strategies.

Technical Focus

Under the overall supervision of the Head of FAO Partnership and Liaison Office in Azerbaijan, the direct supervision of the assistant FAOR, in close collaboration of FAO Azerbaijan Partnership Program (FAPP) Programme Leader and the Operations Team, technical supervision of the Lead Technical Officer and the technical guidance of the FAO Technical Team, including the Lead Technical Unit and FAO Headquarters, in cooperation with the project counterparts, especially the Agrarian Credits and Development Agency under the Ministry of Agriculture, the National Project Leader will be responsible for the following activities.

Tasks and responsibilities

• Manage and coordinate the overall project implementation, assure the quality of the project activities/outputs; • Liaise with the project staff, national and international consultants, TSS team and other stakeholders to ensure effective collaboration for smooth project implementation and delivery.” • Lead the implementation of the annual and quarterly work plans and prepare the Terms of References (ToRs) for all inputs; • Ensure that all project staff, including consultants, fully understand their role, tasks, responsibilities, and support them in their respective work; • Assist the international and national consultants in delivering the technical and organizational tasks of the related project outputs, including specific activities within the respective project components; • Plan, implement and ensure the follow-up actions of the trainings, other capacity building activities, awareness raising activities; develop materials needed in printed, electronic or other forms; • Coordinate the delivery of field activities (performing regular visits to the project field sites); • Plan and manage the implementation of the targeted support programme of the project beneficiaries; • Monitor the project progress and budget spending, as well as provide oversight to improve the implementation and address any bottlenecks that may appear; • Oversee the implementation of the Monitoring and Evaluation framework; • Oversee the implementation of the Project communication and knowledge management frameworks • Facilitate and strengthen collaboration between project’s national stakeholders, project technical team and possible regional/international partners to ensure the highest quality and sustainability of the project outputs; • Regularly promote the project, its outputs and findings at national and international platforms; • Assist in the selection of implementing partners among Non-Governmental Organizations (NGOs), universities, research institutes to provide trainings and carry out other project activities and assist the development of Letter of Agreements, where applicable; • Carry out any other activities relevant to the project

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University/Master’s degree in social and administrative sciences such as economics, statistics, business administration, political sciences, international relations, sociology, social work, development studies with a focus on rural and community development and/or a degree on agrarian sciences or agronomy with an understanding of social and economic dimensions of rural and agrarian contexts; • A minimum of 5 years of relevant experience in youth programme management and/or policy assistance in the field of rural development, decent rural employment, youth employment in agriculture, migration, and/or poverty reduction, rural business development, with at least some exposure to public relations; • Excellent oral and written communication skills in English and Azerbaijani languages • National of Azerbaijan or resident in the country with a regular work permit.

• Relevant experience in the organization and delivery of trainings; • Experience in working with and leading multidisciplinary and multi-cultural teams with demonstrated managerial, leadership, strategic thinking skills; • Relevant working experience with international organizations; • Demonstrated competences in the field of employment creation, management of grant or support schemes, capacity building activities or rural community mobilization initiatives; • Knowledge or ability of learning the FAO Guidelines;
