ORGANIZATIONAL CONTEXT

WFP has been supporting 1.4 million people in Cox’s Bazar, Bangladesh: 862,000 Rohingya refugees and host community Bangladeshi under the L3 emergency operation. The 2020 Joint Response Plan seeks to strengthen protection and solutions for Rohingya refugee women, men, boys and girls; deliver quality, life-saving assistance to people in need; foster the well-being of communities in Ukhiya and Teknaf Upazilas; Multi-sector assistance including food, water and sanitation, shelter, and access to healthcare and education will continue and be improved in 2020 for Rohingya refugees.

WFP is envisioning a large scale-up of the existing engineering projects to meet the food security needs of all of the new refugee influx and site management engineering project requirements. In parallel, WFP envisions a cash transfer assistance programme targeting host communities that are suffering under the pressure of the large population increase in the area. The plan for host community assistance is to provide conditional cash transfers with the objective of enhancing livelihood opportunities.

JOB PURPOSE

To provide construction and engineering expertise and contribute to the efficient delivery and quality outputs.

FUNCTIONAL CAPABILITIES

KEY ACCOUNTABILITIES (not all-inclusive)

The Project Engineer shall be responsible for ensuring that the project is progressed to the highest standards of cost, quality and health and safety, in accordance with the contracts / agreements. The following non-exhaustive list of duties shall be considered to be the responsibility of the Project Engineer:-

  • Planning and Implementation of the project in accordance with the specifications & standards provided in the project documents;
  • Liaison with project stakeholders to confirm the current status of project elements, determine their level of input to the project;
  • Develop a project implementation plan that is conscious of local constraints and supervise the construction activities of the project directly on site on regular basis;
  • Establish, develop and manage a project implementation team, consisting of locally contracted staffs and / or third party service providers, such that the team is capable of bringing the project through to completion at the end;
  • Engagement with local authorities in relation to the receipt of site allocation, planning and approvals, as necessary to deliver the project;
  • Creation of cost, time, quality and risk and associated performance monitoring matrices on the project that can be easily assessed, reviewed and updated throughout the project duration;
  • Maintaining project records - preparation of reports, including technical appraisals, contract documentation, project updates, stakeholder briefings, and any other relevant reports as may be required from time to time;
  • Collaboration with other departments as necessary to ensure the successful delivery of the project; Foster a strong work ethic within the project team and establish commitment to the successful delivery of the project;
  • With the support of the Line Manager, prepare detailed tender packages for partners / vendors like CP, surveyors, designers, specialists and contractors needed to implement the project;
  • Management of technical aspects of the procurement actions undertaken through all stages including evaluation and award;
  • Prepare outline project cost estimates, based on level of information available. Update said estimates throughout the project duration as more detailed information becomes available;
  • Ensure that all contractual controls (bonds, guarantees, securities, insurances) are implemented on Contracts / Agreements, using standard forms and from financial institutions approved;

Long Description

  • Process, in consultation with the Line Manager, interim and final payments to service providers.
  • Provide recommendations to the designated Finance Unit in relation to certifying payments on the project;
  • Preparation of variations to address adjustments required to contractual agreements. Preparation of all necessary supporting documentation for the approval by the Line Manager;
  • Assistance in the settlement of the Audits and Enquiries (if any) pertain to the Project;
  • Establish quality assurance procedures in line with international best practice and applicable national norms;
  • Assurance of the quality of the works during design and construction, continuously inspecting the materials, undertaking tests and generally ensuring a high standard of workmanship and compliance with the specifications and relevant national/international design standards;
  • Establish QA/QC plan of the project and ensure QA/QC during implementation phase by involving in direct site supervision, works inspection, etc.
  • Ensure that the construction project abide by relevant national/international standards of health and safety for the works, adjacent properties, all site personnel and the general public. In the absence of national standards, the Project Engineer shall agree the international standards that shall be referenced;
  • Notification to the Line Manager of any serious breaches to health and safety rules on theproject; and Reporting of all health & safety incidents and accidents in weekly progress reports.
  • Prepare and/or review designs, drawings, technical assessment report and construction contract documentation;
  • Establishment and maintenance of project performance monitoring, evaluation and reporting up to project completion;
  • Approval of handover documentation including as-built drawings, material reports and manuals; and ensure proper project close out.

STANDARD MINIMUM QUALIFICATIONS

Education: Bachelor degree in Civil Engineering from any renowned institution. Masters or equivalent degree will be preferrable.

Experience: Minimum 8 years of relevant experience at increasing levels of responsibilities. Experience in engineering design and construction

Knowledge & Skills:

  • Good communication and leadership skills.
  • Good knowledge and experience of techniques, instrumentation and software packages.
  • Knowledge and experience of design, planning and supervision of construction projects.
  • Good knowledge of local and international engineering and construction standards, processe and norms.
  • Desirable knowledge of engineering contract formats, modalities and obligations. Knowledge in FIDIC forms of contracts is desirable.
  • Good knowledge of project processes and techniques.

Languages: Excellent written and oral communication skills in both English and Bangla.
