Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Placing women's rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

To support member states in coping with, and recovering from, the COVID-19 crisis through evidence-based decision-making, UN Women’s Regional Office for Asia and the Pacific is implementing the programme “Building Back Better: Promoting a gender data-driven response to the COVID-19 pandemic in the Pacific and South-East Asia”, with the generous support from the Australian Department of Foreign Affairs and Trade. The programme supports countries to generate gender data to measure the impact of the crisis and the resilience of women and men in the Pacific and South-East Asia. It also supports evidence-based decision making to ensure policy responses to the COVID-19 crisis are gender-responsive.

The Project Coordinators report to the Regional Gender Statistics Specialist, Regional Office for Asia and the Pacific (ROAP). Through matrix management reporting (dotted line), the project coordinators will also report to the relevant Country Programme Coordinator and work in close coordination with the Programme Specialist, Gender Equality Women’s Rights & Governance (GEWRG), UN Women Fiji, Multi-Country Officer (MCO). The Project Coordinators will work on supporting the liaison with National Statistics Offices, Ministries of Women and other relevant government entities for rapid assessment survey implementation, the design and rollout of official surveys or modules on resilience-related topics, and other forms of data production. In addition, the Project Coordinators will coordinate with national counterparts for the organization of capacity building events and data user-producer dialogues, as well as to gather inputs for the preparation of reports, knowledge products and programme monitoring documents. Furthermore, they will participate in national coordination meetings and mechanisms to promote the use of gender data to inform national policy making and monitoring.

Duties and Responsibilities

1. Liaise with government counterparts (National Statistics Office, Ministry of Women, Ministry of Planning and others) for the design, implementation and analysis of gender-sensitive resilience-related surveys, including on COVID-19.

  • Serve as liaison between government counterparts, the UN Women country team and UN Women’s Regional Office for the design of survey questionnaires in line with international standards.
  • Organize meetings with national statisticians and other government officers to plan survey implementation, generation of survey reports and related advocacy products in the area of gender and resilience.
  • Work with representatives from national governments and international organizations on coordinating the implementation of resilience surveys, including by ensuring activities are implemented in a timely manner and supporting with budget management and administration as needed.
  • Coordinate technical inputs from various stakeholders and liaise closely with national statisticians and other data producers to support the preparation of survey reports and other data communication products.

2. Liaise with multiple stakeholders to organize national events, meetings and data user-producer dialogues to enhance gender data production and promote gender data use.

  • In coordination with the national government, UN Women’s Regional office, Fiji Multi-country office and relevant Country Offices, the Pacific Community (SPC) and other relevant stakeholders, identify target dates, select venues and arrange the logistics for training events, meetings and dialogues, as needed.
  • Provide substantive support for the preparation of background materials to inform meetings, trainings, policy dialogues and other events.
  • Communicate with target participants to ensure the events are designed considering the needs of all stakeholders.
  • Provide technical and logistics support for the implementation of events, including note-taking and reporting.

3. In coordination with supervisors and UN Women’s Fiji MCO, promote inter-agency coordination for the use of gender statistics at the country level.

  • Liaise with inter-ministerial committees and national coordination groups to conceptualize policy dialogues informed by gender data and to promote its use for policy monitoring and evaluation.
  • Collate necessary information from partners to guide the construction of statistical models that will support national governments with scenario planning.
  • Share with national policy makers statistical models and related tools to support evidence-based policy making.
  • Participate in inter-agency coordination groups and other national mechanisms for coordination in the area of gender, resilience and sustainable development, and work with them to support evidence-based decision-making.
  • Provide technical support to government partners, as relevant, to use gender data for monitoring and reporting.

4. Provide technical support for the implementation of the Building Back Better project in the country.

  • Communicate regularly with UN Women’s Country Programme Coordinator, UN Women Fiji MCO Programme Specialist on GEWRG and the Statistics team at the Regional Office for Asia-Pacific for the implementation and documentation of project activities.
  • Collate information and support the drafting of monitoring reports and donor reports.
  • Coordinate the implementation of administrative arrangements, including facilitating the signature of Letters of Agreement, and provide technical guidance to national counterparts with the preparation of FACE forms and liquidations of advances.
  • Provide substantive support to communicate project achievements, including by liaising with local media and civil society.
  • Support with any other project implementation activities, as needed.

5. Advocate, communicate results and facilitate knowledge building

  • Document the programme implementation process and products;
  • Contribute to information management, including by keeping and sharing documentation through MS Teams;
  • Develop knowledge products to communicate key successes of the project, including blog pieces and social media content;;
  • Coordinate the organization of major advocacy campaigns, events, trainings and workshops.

Key Performance Indicators:

  • Quality and timely reports from key meetings with national counterparts pertaining to survey design, implementation, analysis or data use.
  • Quality and timely monthly reports highlighting progress on project implementation, as well as challenges and strategies to overcome them.
  • Quality and timely Documentation of lessons learnt (particularly from support to national counterparts).
  • Comprehensive and timely summary notes from inter-agency and inter-ministerial discussions, including notes on strategic priorities for each stakeholder.
  • Timely completion of administrative tasks for project implementation.
  • Regular communication with the UN Women Country Programme Coordinator, UN Women Fiji MCO Programme Specialist, GEWRG and the Regional Advisor on Gender Statistics, including through weekly updates.
  • Adherence to UN Women rules, regulations, policies and procedures in all program and operations related matters.
  • Effective and open coordination with other UN Agencies and international partners, including by following protocol and guidance per UN Women Country team, to ensure coherence and avoid duplication.

Required Skills and Experience

Education:

  • Master’s degree in business administration, economics, statistics, gender or other social science fields.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • A minimum of 2 years of work experience in the field of project coordination at the national and/or international level
  • Experience liaising with national government, international organizations and other stakeholders for project coordination, preferably in the area of gender statistics.
  • Experience working with statisticians, including supporting survey implementation, drafting statistics-based research or conducting data analysis.
  • Knowledge of communication strategies an asset, particularly utilizing gender data.
  • Experience supporting national policy makers on data use for evidence-based decision-making is a strong asset.

Language requirement:

  • Fluency in Pijin and English is required;
  • Working knowledge of another official UN language is an asset.
