Organizational Setting

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the Agency's activities to protect people and the environment from radiation exposure and responds to the needs of its Member States related to nuclear safety and nuclear security.

The Division of Nuclear Security (NSNS) is responsible for establishing, coordinating and implementing the IAEA's nuclear security programme to protect against, detect and respond to criminal acts or acts of nuclear terrorism and threats thereof. NSNS comprises four Sections:

• Nuclear Security of Materials Outside of Regulatory Control Section • Nuclear Security of Materials and Facilities Section • Information Management Section • Programme Development and International Cooperation Section

The Programme Development and International Cooperation Section (PDIC) provides support to the overall planning and coordination of the work of the Division including responsibility for and management of the Nuclear Security Fund, the evaluation of results, financial matters; and interaction with and reporting to donors. PDIC assists in the development and promotion of nuclear security through development of IAEA guidance in nuclear security, promotion of relevant international legal instruments, facilitating nuclear security working and advisory groups. The Section assists capacity building in nuclear security for Member States, coordinating and advising on overall strategy, methodology and evaluation development for the Division’s education and training programmes. It coordinates two collaborative Networks for nuclear security education and training, one for nuclear security academic and educational institutions (INSEN) and one for national Nuclear Security Support Centres (NSSCs).

Within PDIC, the Programme, Budget and Reporting Unit coordinates across the Division and other relevant stakeholders to ensure the timely and accurate preparation of the Division of Nuclear Security’s programme, budget and reporting, including activities carried out under the Nuclear Security Fund. The Nuclear Security Fund (NSF) was established to receive voluntary contributions for the implementation of the Nuclear Security Plan. The Unit advises on and approves fund allocation and fund matching, balancing Member States’ requests with donor contribution agreements and conditions. It monitors the programme and budget process, from planning to implementation and reporting, providing guidance for an effective and efficient results-based management of financial resources. The Unit utilizes a results based programming approach to provide Member States with high quality, well-focused and timely information on programmatic activities and to monitor and report on outcomes and achievements. Within the context of IAEA’s Partnership and Resource Mobilization Policy, the Unit applies a coherent resource mobilization plan for the NSF, actively liaises with internal and external partners in the implementation of this plan and ensures systematic and transparent reporting on fundraising and related communication activities and results.

Main Purpose

Reporting to the Unit Head of Programme, Budget and Reporting Unit, the Project Coordinator (EU Activities) supports the Division of Nuclear Security on programme and project formulation, output delivery, implementation and results-based evaluation and reporting.

Role

The Project Coordinator (EU Activities) is: (1) a project coordinator of activities funded from EU contributions as a Multi Donor Action, including the establishment of plans, budgets and formal contribution agreements for existing and new funding; (2) a monitor and evaluator of the progress and result of work and its outcome, also ensuring the production of reports on activities implemented; (3) a liaison officer with senior officers in the EU and in Member States providing contributions to the NSF for the coordination of EU-funded activities with those of bilateral programmes.

Functions / Key Results Expected

  • Ensure the delivery of EU-funded activities in the Division of Nuclear Security in accordance with the contribution agreement.
  • Lead in preparing all required EU reporting under EU contributions to the NSF and, working closely with the Unit Head of the Programme Budget and Reporting Unit, support the preparation of wider reporting documentation to internal and external stakeholders.
  • Provide guidance and support to senior managers in the Division of Nuclear Security, the Unit and to relevant staff, on the EU contribution to the NSF (including funding, fund-matching, reporting) and promote efficient and effective use of resources, with strong commitment to the principle of Results Based Management.
  • Coordinate with partners in various areas of the IAEA, with a range of fields of technical expertise, activities of the IAEA nuclear security programme being implemented with financial contributions from the EU.
  • Working with other organizational units in the IAEA, establish priorities and expected outcomes of work within each EU Council Decision.
  • Monitor, evaluate and report on progress in terms of outcomes, including initiating review and – potentially – evaluation missions, compiling mission reports, periodic reports and evaluation reports, presenting the overall achievements in interaction with other organizational units within the IAEA to high-level EU officials and officials from other NSF contributors.

  • Master's Degree - Advanced university degree in programme management, financial management, business administration, accounting or other related field.
  • Minimum of 7 years of experience in project management or coordination in government and/or governmental organizations; including experience in a multinational context required.
  • Experience of working in the area of nuclear sector, nuclear industry, or knowledge of nuclear related issues, preferably with regard to nuclear security, is an advantage.
  • Experience of working within the European Commission or with the EC on EU funded projects is an advantage.
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $74913 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 37232*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
