Result of Service The consultant is expected to deliver the following: 1. Timely delivery of a publication of high scientific and technical quality that provides the community of professionals dealing with BWC matters with a deepened and comprehensive understanding about Article VII issues;

2. The report should be drafted in English, be approximately 30 to 40 pages in length and include relevant charts, photos, and illustrative diagrams (which should be appropriately referenced with copy rights citations), as required; and

3. The report should be written in an easily understandable manner also for an audience with limited or no expertise on the subject matter.

Expected duration Thirty days over a timeframe between 14 January to 31 March 2022.

Duties and Responsibilities The BWC ISU is carrying out a project to improve the preparedness and capacity at the national, sub-regional and international levels to prepare and respond to an incident involving the deliberate use of Biological Weapons (BWs). The project entails, inter alia, the preparation of a publication, which should provide an in-depth coverage of Article VII related issues. Assistance, response and preparedness aspects were addressed by BWC States Parties during the most recent 2017-2020 intersessional work programme and gained further attention in view of the COVID-19 pandemic. Article VII represents also one of the most promising areas where progress can be made at the upcoming Ninth BWC Review Conference. Hence, the publication should provide a comprehensive overview of both policy and operational issues with respect to Article VII. The BWC ISU forms the core of the secretariat of BWC meetings; maintains and develops the Convention's website; receives and distributes information submitted annually by States parties under the system of Confidence-Building Measures (CBMs); collates details of national measures to implement all aspects of the BWC; acts as a clearing house for assistance; interacts with relevant international organizations, scientific and academic institutions, and non-governmental organizations; and attends relevant meetings and events. The ISU also assists the Chairperson of BWC meetings in promoting universalization of the BWC, conducting outreach, maintaining details of progress towards universality and reporting on progress to States parties. Qualifications/special skills Academic Qualifications:  Higher degree in social sciences, international relations, international law, or a related field Experience:  Minimum of ten years of relevant working experience in the fields of arms control, disarmament. public health or infectious disease surveillance.  Thorough knowledge of the Biological Weapons Convention, its negotiation and implementation and related technical and political issues.  Thorough knowledge of the negotiation and history of Article VII including developments on the subject matter since EiF, including most recent ones from the 2017-2020 intersessional programme;  Publications: track record of scientific technical publication on BWC matters Language: Excellent proficiency in written and oral English. Proficiency in another UN language would be beneficial
