Result of Service 1. Support provided to Head of the UNEP sub Regional Office for Southern Africa (SADC) in technical engagements of the office in terms of planning, implementation, monitoring, and targeted communications. 2. Support provided to Head of the UNEP sub Regional Office for Southern Africa (SADC) in engagements with the UN Country Teams (in the context of operationalization of UNSDCFs and JWP) 3. Support provided to Head of the UNEP sub Regional Office for Southern Africa (SADC) in Partnership Development [with Private Sector, NGOs, CSOs, Research Institutions, Centers of Excellence, Development Partners, etc., particularly those with a sub-Regional/Regional presence] 4. Coordination provided to UNVs and JPOs designated to specific country clusters as well as Quality Assurance of Reports submitted to the Head of Office on regular basis

Duties and Responsibilities The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the UN system and serves as an authoritative advocate for the global environment. Over the last couple of years, UNEP has supported Southern Africa Development Community (SADC) countries through its Pretoria Office. The plan is to officially transform the UNEP South Africa office into a sub-Regional Office. Initial informal engagements with various key Stakeholders have been positive and indicated the following value-adds to the SADC member states: (i) Bringing them to a common position, more united and focused, for example, in negotiation and preparation for various conventions such as UNFCCC, UNCCD, UNCBD etc.; (ii) Sharing best practices and experiences in resolving the triple planetary crises; and (iii) Developing and implementing Joint programmes in responding to SDG 2030; AU Agenda 2063, and PA 2016. The Vision of the sub Regional Office is to: ensure low-carbon, resource-efficient and climate resilient development systems for better livelihood and quality of life in Southern Africa.

Under the direct supervision of the Head, UNEP sub Regional Office for Southern Africa (SADC), the Individual Contractor will undertake the following tasks:

1. Provide technical support to the UNEP sub Regional Office during the ‘transformational phase’. This includes (but is not limited to): conceptualizing and developing the transformation rationale; categorizing the 16 SADC countries (based on socio-economic criteria) to ensure effectiveness/efficiency of UNEP interventions; situational analysis of the SADC countries to glean challenges and opportunities; conceptualizing the vision, mission, objectives, focus areas; determining strategic engagements, required inputs (human resources and logistics); conceptualizing the key functions; developing the implementation modality of the sub Regional office; and initial engagements with key stakeholders (e.g. UNRCs, UNCTs). 2. Support the sub Regional Office’s Advocacy and Outreach Campaigns (Education/Awareness/Sensitizations/Trainings) geared to elevate environmental issues to the same level/s as social and economic issues 3. Working with UNCTs in the sub-Region (i.e. operationalization of UNSDCFs, revision/updating of CCAs, revision/updating of JWPs, etc.) 4. Support the Head of Office in her engagement with Member States and various other Stakeholders responsible for environment-related issues, including establishing strategic partnerships 5. Support UNEP Divisions in providing information that can help in (i) Identification of Country priorities to inform programming; (ii) Development and Implementation of various Programmes/Projects/Activities at country and sub-Regional levels (including replication of best-practices and experiences) 6. Support the Head of Office in strengthening the South-South and North-South Cooperation in terms of: (i) sharing best-practices and knowledge related to resolving the Triple Planetary Crisis; and (ii) implementation of various global and regional Multilateral Environmental Agreements (MEAs) and Conventions 7. Support the Head of Office in convening country/sub Regional platforms (High Level Forums; Workshops, Webinars, Retreats, etc.) and World Environment Day (WED) commemorations, for Environmental Sustainability 8. Support the Head of Office in resource mobilization (in collaboration with UNEP Divisions).

Qualifications/special skills Master’s degree in a relevant field such as Natural Sciences, Environmental Management/Studies, Environmental Science/Sustainability, Sustainable Agriculture, Circular Economy, Biodiversity and Land use Management is required.

1. A minimum of seven years of experience in programme or project administration, Environment Management, technical cooperation or related area is required. 2. Experience coordinating and analyzing programmes and services and in-depth knowledge of Environment Management in Southern African countries is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language is a desirable.
