Organizational Setting

FAO Brazil - The Programme Support Specialist will be responsible for coordinating, under the direct supervision of the FAO Brazil Assistant to the Representative – Programme (AFAOR Brazil), all activities related to the implementation of FAO Brazil`s projects funded by the Technical Cooperation Programme (TCP) and other projects funded either by FAO or donors.

Technical Focus

The Project Support Specialist will be responsible forfollowing up, under the direct supervision of the FAO Brazil Assistant to the Representative – Programme (AFAOR Brazil), all activities related to the implementation of FAO Brazils projects funded by the Technical Cooperation Programme (TCP) and other projects funded either by FAO or donors. The specialist will also be in charge of financial planning and internal management duties (daily management)) related to the previously mentioned projects. The Programme Support Specialist course of action will be agreed with the AFAOR Brazil and the projects respective Lead Technical Officers (LTO). Additionally, the Programme Support Specialist will act as Focal Point for all food systems-related matters for the FAO Brazil office.

Tasks and Responsibilities:

The Programme Support Specialist will perform the following tasks, among others that may arise during implementation:

• Following up the technical and administrative execution of the cooperation projects activities.

• Preparing the project`s working plans and support the execution of projects-related activities.

• Conducting, jointly with the Operations Unit, the planned contracts for the implementation of projects activities, as well as supporting the preparation, review and approval of Terms of Reference (ToRs), in collaboration with the LTOs.

• Supporting the work plans of other consultants hired for project implementation.

• Taking the necessary steps to facilitate the development of the projects and the achievement of results, including through supporting advocacy, inter-sectoral agreements and fostering partnerships with municipal, state and/or national government sectors and the private sector.

• Ensuring compliance with project’s goals, based on FAO`s Project Cycle, especially for but not restricted to the Technical Cooperation Programme (TCP) modality.

• Supporting the implementation of the projects’ communication strategy and the execution of institutional building activities.

• Preparing Projects’ Final Reports with assistance of the Programme/Operations Unit teams and submit them for consideration and review by the LTOs, the Project Task Forces and FAO Brazil Assistant to the Representative – Programme.

• Supporting the negotiation and elaboration of future TCP, GCP and UTF projects, as per requested by the FAO Brazil Assistant to the Representative.

• Supporting the Assistant to the Representative in the preparation of inputs for the drafting of the United Nations Sustainable Development Cooperation Framework (UNSDCF)

• Assisting the FAO Brazil Assistant to the Representative - Programme with the Country Programming Framework (CPF) elaboration, monitoring and reporting procedures.

• Supporting the monitoring and updating of the 2022-23 Joint Work Plan of the United Nations Country Team (UNCT) in Brazil.

• Jointly with the AFAOR Brazil and the Programme Associate, supporting the planning, monitoring and evaluation of the FAO Brazil Biannual Work Plan.

• Supporting FAO Brazil’s food systems-related matters and liaising with FAO RLC and FAO HQ technical officers to support the implementation of regional and global projects activities as per requested (including but not limited to the preparation of LoAs and the execution of FBAs)

• Act as Alternate Gender Focal Point within the FAO Brazil decentralized office.

• Act as FAO’s Focal Point for Youth within the FAO Brazil decentralized office.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Advanced university degree in Political Sciences, International Relations or Social Sciences; • Five years of relevant experience in results-based project/programme planning and monitoring, including experience in the project cycle phases, as well as in capacity development and advocacy activities. • Working knowledge (proficient – level C) of English, Spanish and Portuguese. • Brazilian Nationality or other legally authorized to work in Brazil
