Contract

This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

The United Nations International Children's Emergency Fund (UNICEF) was established in 1946, in the aftermath of World War II. UNICEF is mandated by the United Nations General Assembly to advocate for the protection of children's rights, to help meet their basic needs and to expand their opportunities to reach their full potential. UNICEF is guided by the Convention on the Rights of the Child and strives to establish children's rights as enduring ethical principles and international standards of behaviour towards children. UNICEF insists that the survival, protection and development of children are universal development imperatives that are integral to human progress.

This UNVs assignments are part of UNICEF-UNFPA Global programme to accelerate Action to end Child Marriage. Ending child marriage is a key priority in the strategic plans of the United Nations Population Fund (UNFPA) and the United Nations Children’s Fund (UNICEF), and together, these agencies developed the Joint Global Programme to Accelerate Action to End Child Marriage (GPECM). Launched on 15 March 2016, the programme is being implemented in three phases over 15 years, reflecting the understanding that ending child marriage is a long-term goal. Beginning with an initial 12 countries in four regions, the programme was built to capture the complementarity of the work of each agency towards eradicating child marriage and uses a range of strategies, working with multiple partners at the national, regional and global levels. Phase II (2020–2024) will accelerate actions to end child marriage by enhancing investments in and support for both unmarried and married adolescent girls; by engaging key actors (including young people as agents of change) in catalysing shifts towards positive gender norms; increasing political support, resources, gender-responsive policies and frameworks; engendering respect for laws, including international humanitarian law; and by improving data and evidence. The key relevant stakeholders are the Ministry of Gender Children and Social Action, Ministry of Interior, Ministry of Justice, Ministry of Education and the Secretary State of Youth and Employment.

● Under close guidance from first and secondary supervisors, coordinate the implementation of GPECM activities at provincial level including close collaboration with UNFPA and UNICEF Implementing Partners for implementation of the Global Programme to End Child Marriage (GPECM) through regular communication and provincial joint coordination meetings with IPs (and when necessary bilateral

meetings), elaborate minutes, linkages with partners and with UNICEF and UNFPA provincial and central offices). ● Provide support in the implementation and reporting of GPECM: in coordination with the UNFPA Youth Team and the UNICEF SBC teams (province and Maputo level), monitor activities at community level (incl. community dialogues, economic empowerment and mentorship), and build linkages between Rapariga Biz, SLI and GPECM to strengthen coordination and convergence. ● Maintain regular and close coordination with CECAP members (civil society partners working on child marriage) at provincial level. ● Support the convergence agenda on child marriage and adolescent empowerment internally in UNFPA and UNICEF. ● Participate in the bi-monthly coordination meeting of GPECM and support the organization of field visits/missions from Maputo and regional level to the province. ● Strengthen the active participation of IPs in multisectoral coordination meetings such as GTCOV, NUMCOV, PGB and in Reference group meetings at provincial and district levels. ● In coordination with communication experts from UNFPA and UNICEF, collect human interest stories and testimonies from GPECM beneficiaries (community dialogues, male mentorship, economic empowerment). ● Under the guidance of the supervisors, undertake dedicated learning of relevant courses and familiarise with normative and evidence-based research documents in the area of CM, VAC and GBV.

Furthermore, UN Volunteers are required to: ● Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); ● Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; ● Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities; ● Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; ● Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; ● Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
