STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Economics, Public Administration, Social Sciences or a related field, or First University Degree with additional years of related work experience and/or trainings/courses.

Experience: A minimum of ten years of progressively responsible experience in political analysis, policy and planning, international development, peace and security, conflict prevention or human rights is required.

Language: Fluency (level C) in English language and Portuguese.

ORGANIZATIONAL CONTEXT

Job holders are likely to manage a complex portfolio of activities that may include formulation and direct management or coordination of programmes at CO level or formulation of substantial parts of WFP-wide policies and provision of technical advice at RB or HQ level. As such job holders will be expected to have an extensive breadth of programme and policy knowledge/experience including strong technical abilities in an area of expertise and ability to credibly influence strategic, policy and operational discussions. The job holder will report directly to the Country Director

JOB PURPOSE

The current WFP Country Strategic Plan (CSP) for Mozambique (2017-2021) will finish in June 2022. To facilitate internal approval processes, a first draft of the new WFP CSP for Mozambique (2022-2026) is to be finalized in the last quarter of 2021. To inform this new CSP a series of strategic high-level consultations will need to be conducted in the first half of 2020 with government partners, UN partners, and other relevant stakeholders. Importantly, the incumbent of this position will not be responsible for the write-up of the new CSP but to solicit its main inputs. The incumbent of this position will report directly to the Country Director.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Consult with Head of Programme, Head of M&E and activity managers to identify all major government- and UN partners, and other relevant stakeholders that the WFP Mozambique Country Office should ideally consult with in developing the new CSP for Mozambique;
  2. Consult with the Head of Programme and Heads of Field Offices to develop a plan for soliciting inputs from Field Offices and their provincial government counterparts for the new CSP for Mozambique;
  3. Conduct an assessment on the implications of the government restructuring that was implemented in early 2020 for WFP, specifically with respect to restructuring at the provincial level and the implications of that for WFP Field Offices.
  4. Set up a plan for Country Office management, Field Office management, and relevant activity managers to meet with the different partners and stakeholders;
  5. Facilitate discussions between WFP Mozambique Country Office and Field Offices on the one hand and national partners, UN Partners, and other relevant stakeholders on the other hand;
  6. Ensure a repository is available for management and the 'CSP writer' where notes for the records are available of the different consultations that have been conducted;
  7. Discuss with the 'CSP Writer' how the outcomes of the different internal- and external consultations can best be considered in the CSP document; and
  8. Perform other related duties as required.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • A minimum of five years in working for-, or with the government of Mozambique at the highest levels.
  • A minimum of five years of experience leading a multi-stakeholder strategic and planning exercise in the areas of international development and political affairs, peace and security, conflict prevention or human rights.
  • Experience in priority-setting, forward planning, and strategic analysis.
  • Experience in analysis and planning for UN development and/or emergency response efforts is desired.
  • Experience with the preparation of political analytical reports, background papers, and organization of high-level meetings.

TERMS AND CONDITIONS

Contract type: Special Service Agreement, level 11.

Duration of assignment: 6 months with possibility of extension.
