ORGANIZATIONAL CONTEXT

WFP through the current Country Strategic Plan (CSP) (2019-2023) focusses on enhancing the systemic efficiency and nutritional effectiveness of the various food based safety nets in support of the efforts of the Government of India and in partnership with the State governments. In line with same, the mid-day meal scheme is an important area of attention for WFP in India. Further in view of WFP expertise and global experience in the area of School feeding, WFP India would like to develop a dedicated school feeding portfolio with an expanded foot print across several States. The School feeding portfolio under discussions and negotiations with several State governments includes:

• Introduction and scale up of distribution and consumption of fortified staples.

• Setting up and scaling up Nutri-gardens in the schools to bring in diversity to the Mid-day meals consumed.

• Capacity building of the cook cum helpers on food safety and kitchen hygiene through innovative approaches.

• Social behaviour change communication aimed at improving nutritional practices amongst school children

Additionally at the National level, WFP plans to develop partnerships around school meals, document best practices in its implementation, encourage sharing of same between the different States as well as with other countries willing to learn from India’s success in this area. The above activites are/ will be implemented through a combination of technical assistance and pilot projects in different States. While the on-ground implementation of the pilots is/will be supported by field staff;to support coordination, technical assistance, advocacy and scale up at the National and State level, a mature, technically competent staff is needed to work in tandem with staff of the Nutrition unit and the Government to ensure realization of WFP vision.

JOB PURPOSE

Reporting to the Head of Nutrition and School feeding, the Programme Policy Officer for School Feeding/Mid-Day Meals will be responsible for the portfolio of WFP’s work to support enhancement of the Government of India’s Mid-Day Meals scheme while also ensuring this work within the WFP Regional Implementation Plan for the Corporate School Feeding Strategy.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Contribute towards the development of a wide variety of projects, plans and processes around school feeding/mid-day meals, ensuring alignment with wider programme policies and guidance. 2. Provide project management support to programmes and projects of considerable size/complexity with a focus on school feeding/mid-day meals, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures. 3. Develop and coordinate data gathering and monitoring systems around school feeding/mid-day meals. 4. Research and analyse a range of policy and operational issues around school feeding/mid-day meals to inform the development of policies, programmes and activities. 5. Contribute to the preparation of accurate and timely reporting on school feeding/mid-day meals programmes and activities that enable consistency of information presented to stakeholders. 6. Liaise with internal and external counterparts to ensure effective collaboration around school feeding/mid-day meals. 7. Support the identification, development and management of potential partnerships to collaborative working around school feeding/mid-day meals. 8. Support the capacity building of WFP staff, partners and national government around school feeding/mid-day meals, through providing inputs into training materials. 9. Guide junior staff, acting as a point of referral and supporting them with analysis and queries. 10. Other as required.

OTHER SPECIFIC JOB REQUIREMENTS

The National Programme Policy Officer for School Feeding/Mid-day meals will be responsible for the following areas of work: 1. Coordination and technical support for design and implementation of nutrition sensitive interventions in the Mid-Day Meals scheme, including capacity development, nutri-gardens, and social behavior change communications (SBCC), 2. Focal point and lead on engaging with the Regional Bureau on WFP India’s inputs into the Regional Implementation Plan for the Global School Feeding Strategy, including the development of the WFP India School Feeding Strategy for the remainder of CSP 2019-2023, and beyond. 3. Documentation and sharing of state-level best practices and support to South-South Cooperation engagement around school feeding/mid-day meals. 4. Focal point for strategic partnerships around WFP India’s work in school feeding/mid-day meals, including with the Global Child Nutrition Foundation (GCNF), Akshay Patra, UNICEF, Tata Trust and the World Bank. 5. Support the Head of Nutrition and School Feeding in the following areas of work: a. Fund raising b. Reporting

STANDARD MINIMUM QUALIFICATIONS AND EXPERIENCE

Experience: At least 7 years of progressively responsible work experience preferably on school feeding and working with/ in partnership with Government .

• Has deepened technical knowledge around school feeding/mid-day meals, including education, development programming and behavior change. • Has taken leadership of implementing programmes. • Has provided input into policy discussions and decisions. • Has experience in preparing funding proposals, academic research and reporting, and communications materials.

Education: Advanced University degree in: Nutrition/Health, Education, Agriculture, Social Sciences or other field relevant to school feeding/mid-day meals, or First University Degree with additional years of related work experience and/or trainings/courses.

Language: Fluency in English and Hindi language; other national languages of India will be an asset.
