ORGANIZATIONAL CONTEXT

The United Nations World Food Programme is the world's largest humanitarian agency fighting hunger worldwide. The mission of WFP is to help the world achieve Zero Hunger in our lifetimes. Every day, WFP works worldwide to ensure that no child goes to bed hungry and that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need. WFP provides life-saving assistance to more than 850,000 Rohingya refugees and over 300,000 most vulnerable households in the local communities. WFP implements a range of programmes including integrated food and nutrition assistance, school feeding activities, emergency preparedness, and tailored livelihoods programme to support the most vulnerable population.

JOB PURPOSE

The incumbent will support in enhancing the mainstreaming of protection considerations across WFP COX’s Bazar activities. The incumbent will be typically involved in program or policy activities or similar nature and analytical work of limited complexity.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of the head of Protection, AAP and inclusion, the following list of duties shall be considered to be the responsibility of the Programme Policy Officer (Protection and AAP):

Protection and AAP Mainstreaming: ⦁ Proactively monitor and identify protection issues and risks, address the protection challenges, and report to the head of unit on any significant protection issues. ⦁ Manage a team of support staff, providing advice, guidance and training, to ensure individual and team objectives are delivered to agreed standards and deadlines ⦁ Assist the head of unit in ensuring the consideration of Protection and Accountability to Affected Populations (AAP) aspects during assessment, planning, implementation and monitoring in all CO activities and programmes. ⦁ Together with the head of unit, oversee WFP response to mitigate protection risks associated with design and implementation of assistance. ⦁ Co-lead WFP community engagement strategy including CWC approaches, and advise on mechanism for beneficiary communications, participation, feedback and complaints, and support WFP staff and partner capacity to ensure proper and timely information provision to affected population ⦁ Contribute to the preparation of accurate and timely reporting on programmes and activities and work closely with M&E and CBT units to strengthen protection and AAP considerations across the board. ⦁ Support the protection and gender team in conducting on site protection monitoring visits and spot check to monitor and identify protection issues and risks. ⦁ Provide technical support and guidance to the CFM team and contribute to the development of CFM SOP, quality assurance tools, FAQ, satisfaction surveys and training materials. ⦁ Assist in mainstreaming and implementation of disability guidelines and referral mechanisms for persons with special needs/disabilities

Capacity Strengthening ⦁ Support the capacity building of WFP staff, cooperating partners within a specific technical area. ⦁ Participate in the documenting all activities by cooperating partners and ensuring all necessary documentations is done as per WFP cooperate as required ⦁ Advocate across the humanitarian response in the area for more systematic and well- designed information sharing with those affected. Ensure sensitive information dissemination and a two-way communication flow with affected communities.

Inter-agency Coordination: ⦁ Together with the head of unit, ensure WFP representation in relevant Protection forums, inter-agency meetings including (FSS, Protection, GBV, PSEA, CWC, child protection), as well as in camp level coordination and referral meetings.

STANDARD MINIMUM QUALIFICATIONS

Education: Master’s degree preferably in International Development/Gender/Public Health/Food security/Nutrition/ Social Science or any other relevant field or bachelor’s or equivalent degree in same subject (s) with additional years of experience. Language: Fluency in both oral and written communication in English and Bangla.

Skill & Knowledge: Expert understanding of gender concepts within the humanitarian context, with excellent facilitation skills. Innovative thinking in ensuring WFP interventions is gender sensitive and disability inclusive

Experience: At least eight years of progressively responsible work experience, including three years of decision-making, and supervisory role for implementing Protection & AAP program or any other relevant field.
