ORGANIZATIONAL CONTEXT

The World Food Programme (WFP) in Mozambique made the transition to the Country Strategic Plan in 2017. Through the CSP, WFP Mozambique established a long-term commitment to build resilience against climate shocks for greater food security and nutrition. This is in line with Government commitments and priorities on Zero Hunger and the 2030 Agenda. To this end, following extensive assessments and project design, WFP started implementation of its multi-year, climate resilience initiative in the provinces of Tete, Gaza, Nampula, Zambezia.

Supported by the contribution from the Korean International Cooperation agency, WFP will expand the integrated climate risk management project to Sofala province in Mozambique, which was heavily affected by the effects of Cyclone Idai in 2019, with the aim of Building climate-resilient livelihoods and food security systems in Chemba, Maringue, and Caia districts in Sofala province.

JOB PURPOSE

Reporting to the Head of the Climate adaptation and Resilience activity manager, in coordination with the Head of Monitoring and Evaluation, He/She will be responsible for the Monitoring and Evaluation (M&E) systems and activities related to resilience and climate change activities, ensuring these are in line with corporate standards and practice, and linked to both Government and Donor strategic priorities. The successful candidate will also undertake field missions for regular monitoring and technical support when deemed necessary

STANDARD MINIMUM QUALIFICATIONS

Education:

  • Bachelor’s degree in international development, Statistics or Economics, with an Advanced degree as an Advantage.

Experience:

  • Minimum of three years of relevant professional work experience including in monitoring and evaluation activities, preferably in a rural development context.
  • Experience using a variety of quantitative and qualitative analytical tools and methods.

Language:

Native-level fluency in Korean language is an added advantage

KNOWLEDGE & SKILLS

  • Excellent work planning and project management skills ideally demonstrated in a humanitarian or development context.
  • Good communication skills, and excellent ability to coordinate across multiple units and organizations.
  • Understanding of food security vulnerability and ability to link analysis to programme design, in the context of WFP programmes.
  • General knowledge of KOICA Multilateral Development Cooperation Projects – with regards to policies, rules, regulations and procedures governing administration, is an advantage.
  • General knowledge of UN system policies, rules, regulations and procedures governing administration, is an advantage.
  • Excellent skills in word processing, power point, excel and data analysis software.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Provide inputs to the development of monitoring, review and evaluation plans that will provide the most relevant and strategic information toward achieving expected results, while being compliant with WFP evaluation and monitoring requirements.
  2. Assist in identifying gaps and opportunities from the current project work plan and monitoring and evaluation activities to help design a schedule of technical writing for publication, consolidating operational learning.
  3. Contribute to evidence-based decision-making on programme design and implementation, notably through making monitoring, review and evaluations findings accessible, developing innovative, user-friendly and informative products.
  4. Contribute to building M&E capacity of WFP staff and partners through training and information sharing. Manage junior staff members and guide as required to enable high performance.
  5. Support WFP Management in addressing recommendations from monitoring, reviews and evaluations to ensure that follow-up actions are taken as required.
  6. Research and compile lessons learned, best practices, and operational procedures from the project activities to help develop a repository of operational and technical guidance.
  7. Take responsibility for integrating protection and gender perspectives in all areas of work, to ensure equal participation of women and men.
  8. Act as focal point for engagement with KOICA, ensuring regular engagement and collaboration on the project.
