ORGANIZATIONAL CONTEXT

WFP continues to be the largest humanitarian agency worldwide, focusing its efforts on emergency response. However, moving forward WFP is also creating its space in the long-term and developmental sphere. The case is no different for WFP Nutrition and HIV programming. The call for such adaptations is aligned with the global agenda of WFP being positioned as a credible actor for multi-sectoral partnerships with various stakeholder, in different contexts. WFP’s vast field presence paves the way for realizing these efforts. With these changes follows numerous activities and tasks to be undertaken by each regional bureau (RB) and country office (CO). For Mozambique CO to be able to reach the milestones set up, the Nutrition and HIV Unit has established sub- teams, of which one focuses on Monitoring, Evaluation and Reporting (MER) of the Nutrition and HIV Unit programmes. The MER team works across the Unit, as well as with other Mozambique CO Units to ensure harmonized, aligned and timely M&E and Reporting of Nutrition and HIV throughout the CO portfolio of development and emergency work. The main areas covered by MER team are:

  • M&E of all workstreams (PRN/MAM treatment, Blanket Supplementary Feeding Programme, HIV, Nutrition-sensitive, GTNS Stunting prevention project etc.) within the Nutrition and HIV Unit, including development of impact pathways, logframes, training for M&E, questionnaire creation and data collection, analysis and reporting.
  • Data visualization through Tableau dashboards to facilitate the M&E processes with partners and internally (for example in COMET).
  • National and provincial level assessment inputs from WFP, as a part of various technical working groups
  • Focal point for VAM Unit and Nutrition Unit collaboration – ensuring nutrition and health integration in assessments.
  • Direct contact point and liaison with Government counterparts SETSAN for the Government led FSN Vulnerability Assessments.
  • Operational research based on M&E of the programmes – to feed into the global body of knowledge and evidence building of Nutrition and HIV.
  • Active participation of the Nutrition Cluster M&E portfolio.

JOB PURPOSE

In close collaboration with partnering agencies and the under the leadership of the Technical Secretariat for Food Security and Nutrition (SETSAN) of the Government, various nutrition and health related assessment are undertaken or planned to be conducted in the near future, especially in the Northern region of Mozambique, currently classified as a Level 2 emergency. WFPs participation in these assessments is key. The updated nutrition information will facilitate alignment of the response with the most urgent needs in the affected areas. WFP, in coordination with the nutrition cluster, will also ensure that food consumption deficits for the most nutritionally vulnerable groups are address through blanket supplementary feeding programme (BSFP) for children under five (CU5) and pregnant and lactating women (PLW). Moreover, WFP will collect regular programme data to inform and track the response.

Act as MER Team lead for M&E and Reporting workstream through the following activities:

  • Planning, implementation, oversight, trainings for relevant staff, analyses, reporting and adaptations guided by WFP M&E frameworks for Nutrition and HIV programmes. Ensuring timely and high-quality analysis of nutrition and social and behaviour change communication (SBCC) data. Includes M&E for PRN, Nutrition-sensitive (as well as GTNS) and HIV.
  • Cultivate solid relationship between Nutrition and HIV Unit and VAM unit of WFP for alignment and regular collaboration.
  • Oversee and coordination dashboard updates (PRN, Nutrition-sensitive, HIV etc.)
  • Timely reporting as requested by HoU with data from various programmes
  • Ensuring active WFP participation in nutrition cluster on M&E-related work
  • Coordination and inputs (strategic and technical) on nutrition related assessments (for example: SMART, coverage and demographic health surveys). Liaising between multiple partners for nutrition M&E (example: Government counterparts such as SETSAN) as needed for a successful undertaking of nutrition surveys with full support as requested by WFP
  • Collaborating internally with other CO units on nutrition assessments and M&E
  • Support the M&E of activities with special focus on the emergency response (caseload planning, coordination, data management and reporting)
  • Ensuring that programme data is being analyzed and utilized for programme adaptations by each M&E focal point in the unit

STANDARD MINIMUM QUALIFICATIONS

Education: Post-gratuation/Advanced university degree in Nutrition, Health, or other relevant field of study. Experience: 5 years of professional experience in Nutrition, Health, Monitoring & Evaluation and international humanitarian development; At least 3 years of professional experience in a relevant field of work (nutrition/health and M&E), with a background and interest in international humanitarian development.

Knowledge & Skills:

  • Rigours experience in Nutrition M&E project management in a related field;
  • Strong analytical skills with the ability to analyse, interpret and extract key information;
  • Strong oral and written communication skills, able to clearly articulate insights internally (within WFP – at CO, RB and HQ level) as well as to external stakeholder;
  • In-depth understanding of WFP programmes, objectives and strategic priorities;
  • Willingness and flexibility to travel when requested to the field;
  • Solid organizational skills with attention to detail;
  • Positive attitude to teamwork.

Languages: Fluency (level C) in both English language and Portuguese

KEY ACCOUNTABILITIES (not all-inclusive)

Reporting to the Head of Nutrition and HIV Unit (and in the near future the reporting will be to the head of Monitoring and Evaluation Unit) working in coordination with Unit Team leads’, M&E Unit, VAM Unit and other CO Units, FO staff and partners, all overseen by the head of the Nutrition and HIV Unit, the incumbent will act as deputy for M&E workstream of the unit with the following tasks:

1. Work with M&E related tasks of Nutrition and HIV interventions in WFP Mozambique

  • Planning, implementation, oversight, analyses, reporting and adaptations guided by WFP M&E frameworks as well as the CO review and evaluation plan.
  • Ensuring timely and high-quality analysis of these nutrition, SBCC and health data.
  • Regular coordination and planning with team members of other workstreams (HIV, Nutrition- sensitive, GTNS, MAM treatment/PRN, BSFP).
  • Coordinate the provision of data as requested for any reporting based on M&E of programmes
  • Trainings for relevant staff (CO/FO) on data analysis of nutrition and health indicators.
  • Provide data and conduct in-depth analysis on data from nutrition programmes and larger surveys upon discussion and request of team members (examples include figures for donor reporting, communication purposes etc.)
  • Support with caseload planning for interventions, especially those related to prevention to treatment of acute malnutrition.
  • In consultation with the Head of M&E, provide oversight to the process of decentralized evaluations, if any, for Nutrition-specific portfolio, managed by the designated Evaluation Managers, in line with WFP Evaluation Policy and Decentralized Evaluation Quality Assurance System (DEQAS). This entails ensuring that the Evaluation Managers are following up on all evaluation processes from planning to completion; sourcing, hiring and supervising external evaluators; engaging stakeholders appropriately in the evaluation process and managing communications and budgets.
  • Budget for Nutrition-specific monitoring costs and advocate for appropriate financial and human resourcing in consultation with the Head of Nutrition Unit, Head of M&E, Heads of Field Offices, Head of Business Support, and Human Resources, including on equipment requirements and staffing at the Country Office and Field Office levels.
  • In consultation with the Head of M&E, ensure the Nutrition Unit has an adequate Outcome, Output, Cross-Cutting data management for Nutrition-specific interventions, and storage system using WFP corporate systems (COMET, MoDA/ODK, Tableau, etc) and provide regular oversight in using the systems, following corporate requirements on reporting and data protection.

2. Focal point from WFP at inter-agency fora related to M&E for Nutrition

  • Active participation at Nutrition cluster, SETSAN organized meeting and any other meetings for national or provincial level surveys, assessments and information management of nutrition and health related data (SMART Rapid Assessments, Food security and nutrition (FSN) Vulnerability Assessments, Demographic Health Surveys (DHS), Humanitarian Response Plan (HRP)-related surveys etc.)
  • Strategic and technical inputs on behalf of WFP – aligned with objectives of the organization
  • Critically analyze data from these sources to feed into communication among the nutrition community on nutrition data as well as decision making of caseload and programme planning (examples include beneficiary needs, nutrition status among population groups, programme modalities, implementation challenges, etc.).

3. Focal point from Nutrition and HIV Unit for collaboration with VAM Unit

  • Regular coordination with VAM Unit – ensuring nutrition data is well represented in surveys and manage the data analysis and reporting of those indicators.
  • Regularly analyze all data from the abovementioned surveys and recommend improvements to programme interventions to enhance WFPs ability to demonstrate outcome-focused results.

DELIVERABLES AT THE END OF THE CONTRACT

  • All nutrition and HIV programmes have fully functioning M&E systems which include nutrition, health and SBCC indicators according to programme objectives
  • A solid partnership and regular engagement between Nutrition and HIV Unit and the VAM Unit of CO and realizing the linkage in food and nutrition security assessments from theory to practice
  • Carefully executed beneficiary and caseload calculations as needed (development and or emergency interventions)
  • High quality data analysis and reporting produced when request from various data sources
  • At least 2 training sessions held for CO/FO staff on the data management of key indicators for nutrition and health
  • Successful participation and integration of WFP inputs for nutrition and health related assessments with different stakeholder, as national and sub-national level
  • Timely support for nutrition assessments together with partners (nutrition cluster) and Government counterparts (data analysis, interpretation, reporting)
  • Clear recommendations based on solid data analysis for responses by the larger nutrition community, but particularly WFP’s role
  • Deep engagement with SETSAN, including other Government departments about M&E for nutrition and HIV which WFP works/will work with on a regular basis

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

1. Cultivated sustainable relationships with local NGOs, government authorities, and other implementation partner at national and provincial level 2. Proven ability to analyse nutrition context and content and hands-on knowledge of M&E frameworks including qualitative data analysis; 3. Strong understanding of the Food Security and Nutrition context and infrastructure in Mozambique; 4. Analytical capability to assess possibilities and limitations presented in the emergency context of Cabo Delgado related to nutrition programming; 5. Experience in using a variety of analytical tools and methods for causality analysis, forecasting, and other data modelling needs; 6. Performed monitoring, evaluations and assessments at different field locations; 7. In-depth understanding of WFP systems and processes on nutrition-specific and nutrition-sensitive programming and M&E; 8. Fluent in data analysis on Excel, SPSS and SMART ENA tool for nutrition and SBCC indicators.
