ORGANIZATIONAL CONTEXT

These job is found in WFP Yemen Country Offices and job holder report to a more senior Programme Policy Officer.

Job holder is likely to be working under the close support and guidance of a more experienced professional staff member receiving guidance and regular feedback on work performed. It is typically involved in programme or policy activities or similar nature and analytical work of limited complexity.

JOB PURPOSE

The Programme Policy Officer - Monitoring Findings and Analysis will be part of the M&E team based in Sana’a. S/he will be primarily responsible for supporting analysis and reporting functions within the M&E team, to generate quality evidence on the implementation and result of WFP’s interventions on the lives of beneficiaries and inform policy, strategy and programme design and implementation. This includes regularly analysing monitoring data and leading the development and timely preparation of internal and external reporting products and donor reporting requirements. The Programme Policy Officer - Monitoring Findings and Analysis will be working under the supervision the Monitoring and Evaluation Officer as part of the Country Office M&E team.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Contribute to evidence-based decision-making on programme design and implementation, through making monitoring findings available and accessible to all functional units and senior management, by preparing accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
  2. Review and analyse quantitative and qualitative monitoring data collected through different sources, to identify trends, tracking progress and change, and disseminating main findings and recommendations to relevant functional areas to inform programming.
  3. Regularly review and/or develop data collection tools to support high-level data collection and ensure all corporate as well as country-specific requirements are met.
  4. Develop innovative, user-friendly and informative reporting products (narrative and visual) for internal and external use, including quarterly external monitoring reports, monthly internal monitoring reports for management, monthly issue tracking reports, monitoring infographics, dashboards, management briefs and other products as needed.
  5. Lead the development and consolidation of M&E inputs for all reporting products, including monthly sitreps, briefs, bulletins and infographics.
  6. Contribute to the preparation of M&E inputs for donor-related products, including funding proposals, single-donor performance reports and annual corporate reporting exercise, ensuring alignment between the iCSP logframe and individual donor proposals results frameworks.
  7. Lead the coordination with M&E focal points in Area Offices to integrate and harmonise monitoring related activities implemented at field level, particularly in terms of reporting and dissemination.

STANDARD MINIMUM QUALIFICATIONS

Education and Experience: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance with 1 year relevant experience , or First University Degree with additional 2 years of related work experience and/or trainings/courses.

Administrative/Assistant/Secretariat work experience is not considered, except for years holding Associate positions or above (UN equivalent grade G-6 or above), in which case each year is counted at 50%

Languages: Fluency (level C) in English AND Arabic languages.

Citizenship: Only Yemeni citizens are eligible for this position.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Previous experience in humanitarian or development contexts.
  • Experience in functions requiring strong writing skills
  • Knowledge of statistical data analysis software (SPSS or similar)
