BACKGROUND AND PURPOSE OF THE ASSIGNMENT

WFP is committed to helping governments reduce the number of undernourished people from 815 million to zero by 2030. The Country Offices experience a set of common design and implementation challenges and issues related to livelihoods and resilience-building, including in areas such as livelihood support programming in protracted crises, livelihood support in urban and middle-income contexts, aligning asset creation and human capital development efforts with national productive safety net and public works programmes, national curricula and structures and more.

WFP Libya is operating in a very complex context with migration agenda as well as humanitarian and development needs in a country. Under the Interim Country Strategic Plan 2019 - 2022, WFP Libya has expanded the coverages of its livelihoods and resilience projects for vulnerable food-insecure households, women and the youth through unconditional food assistance in recovery and training activities focused on resilience. WFP Libya has also looked at innovations as something critical to enable itself to find sustainable solutions to operational and strategic problems more quickly, to scale them, and eventually to deliver on its mandate to reach Zero Hunger. This enables them to meet today’s livelihood needs and safeguard these resources for future generations.

WFP Libya requires a professional who will promote innovations to manage the Country Office's livelihoods and resilience activities and the required coordination with other stakeholders, ensuring that appropriate health safety and protection measures are incorporated at every phase and within all relevant programming activities to prevent and control further infection of COVID-19. The Activity Manager will be overseeing the Livelihoods Team while providing strategic direction to the livelihoods work done by WFP Libya.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Provide project management support to specific and defined programmes and projects, including but not limited to vocational trainings and agricultural support;
  • Ensuring a coordinated approach with other programmes that complies with WFP standards and procedures in order to contribute to a food systems approach in Libya;
  • Lead, motivate and develop a team of staff to enable high performance by directly supervising national staff working on resilience projects and coordinate the efforts of other WFP staff who are working to support the implementation of resilience projects;
  • Provide technical advice or mobilise technical expertise on programme and policy issues including assessment and analysis, the choice of objectives, activities, transfer modalities and appropriate food products, the deployment and testing of innovative approaches and the development of strategies to support government efforts to reduce hunger and malnutrition;
  • Establish and maintain operational partnerships, including with relevant government ministries, to identify opportunities for collaborative approaches and initiatives that improve assistance packages and support advocacy work;
  • Manage the preparation and dissemination of timely analytical and critical reports, publications, and a variety of information products or proposals for internal or external use;
  • Contribute to resources mobilization efforts for WFP projects, including clearly articulating the need for food assistance and related programme opportunities, and follow up on the resource situation of projects including commodity and cash availability, seeking advice from senior colleagues where necessary;
  • Ensure all livelihoods activities are conflict sensitive and contribute fully to broader conflict sensitivity work of the Country Office by working closely with Peace & Conflict Advisors in HQ and the Regional Bureau;
  • Continue the cutting-edge research and efforts within the Country Office to explore WFP's potential contributions to peace in Libya;
  • Demonstrate and communicate the development-oriented outcomes and the peace-oriented outcomes of the livelihoods and resilience programming;
  • Present WFP's values and expertise to other stakeholders in the external coordination platforms, such as the UNSDCF Outcome Groups, the Recovery & Peacebuilding Assessment, the Peace Building Fund task force and the Green Climate Fund and Adaptation Fund forum;

STANDARD MINIMUM QUALIFICATIONS

Education:

Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other fields relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses

Experience:

  • Six (6) years or more of postgraduate professional experience in a relevant field of work, with a background and interest in international humanitarian and development assistance.
  • General knowledge of project management and coordination best practices, techniques and processes with some understanding of the theoretical background; Strong written and oral communication skills, including substantive analysis and report writing skills; Knowledge of, or the ability to quickly assimilate, UN/WFP specific processes and systems.

Language:

Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.
