JOB PURPOSE

The current WFP Country Strategic Plan (CSP) for Mozambique (2017-2021) will finish in June 2022. To facilitate internal approval processes, a first draft of the new WFP CSP for Mozambique (2022-2026) is to be finalized in the last quarter of 2021. To inform this new CSP a significant number of documents will need to be reviewed, and a series meetings with a wide variety of internal- and external stakeholders need to be conducted. The incumbent of this position is responsible for distilling all these different documents and consultations in various draft for the review of WFP's Mozambique Country Office, WFP's Regional Bureau for Southern Africa, WFP's Headquarters, and ultimately, WFP's Executive Board. The incumbent of this position will report directly to the Country Director.

ORGANIZATIONAL CONTEXT

Mozambique, with an estimated population of 25.8 million people, is classified as a low-income, food-deficit country, ranked 180 out of 188 countries on the Human Development Index. Mozambique is one of the most disaster prone countries in the world; while the southern and central regions regularly experience droughts, floods occur every two to three years along the major river basins and in poorly drained urban settlements. The regularity of these events perpetuate a cycle of vulnerability and emphasize the need for adequate disaster preparedness, prevention and management. Intense tropical cyclones Idai and Kenneth made landfall in Mozambique on 14 March and 25 April 2019 respectively. To date, 2.2 million people have been provided with food assistance by WFP since March across all affected Provinces.

STANDARD MINIMUM QUALIFICATIONS

Advanced University degree of recognized university in Economics, Public Administration, Social Sciences, or a related field.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Consult with Head of M&E to identify all major documents that should be used as inputs for the development of the draft CSP (2022-2026);
  2. Consult with Head of Programme to identify all relevant internal colleagues, including from Field Offices, who need to be consulted in the development of the draft CSP (2022-206);
  3. Consult with Senior Advisor to get all the necessary inputs/records from all meetings that are being organized with the government, UN partners and other relevant stakeholders for the development of the draft CSP (2022-2026);
  4. Develop a plan for Mozambique Country Office when different drafts will be available for review;
  5. Act as focal point of the WFP Mozambique Country Office to WFP Regional Bureau for Southern Africa and WFP Headquarters for the development of draft Mozambique CSP (2022-2026);
  6. Act as CO focal point of the WFP Mozambique Country Office in the different UN interagency groups to support the development of the new UN Sustainable Cooperative Development Framework (UNSDCF) for 2022-2026. This means, among others, ensuring WFP CO programme experts engage in the necessary consultations and WFP inputs are provided in a timely manner in the new UN Cooperative Framework and incorporated accordingly; and
  7. Perform other related duties as required.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

A minimum of five years of progressively responsible experience in political analysis, policy and planning, international development, peace and security, conflict prevention or human rights is required.

A minimum of three years of experience leading a multi-stakeholder strategic and planning exercise in the areas of international development and political affairs, peace and security, conflict prevention or human rights is required.

Experience in priority-setting, forward planning, and strategic analysis is required.

Experience in analysis and planning for UN development and/or emergency response efforts is required.

Experience with writing high-level documents for consideration of a wide range of stakeholders.

DELIVERABLES

The main responsibility is to ensure that a draft Mozambique CSP (2022-2026) is ready in time and that ownership of this draft is ensured as much as possible amongst all colleagues of WFP in Mozambique as well as WFP's main partners in Mozambique.
