JOB PURPOSE

This Job profile refers to the Head of Sub-Office position at the Xai Xai Sub-office. The sub-office covers two Provinces (Gaza and Inhambane) and counts with approximately 30 staff from programme, logistics, and supporting services.

ORGANIZATIONAL CONTEXT

In 2020 - 2021, Xai Xai sub-office reached people in need through programmes that include:

  • Lean-season response / drought to an increasing number of people in need through:
    • FFA activities (in-kind and CBT) in Gaza and Inhambane Provinces, and
    • general food assistance (CBT) through INAS post-emergency programme;
  • School feeding activities through both PRONAE and FASE (emergency SF) programmes in targeted districts of Gaza and Inhambane Provinces; and
  • Climate resilience activities through an expanding integrated climate risk management program (R4) in targeted districts of Gaza.

STANDARD MINIMUM QUALIFICATIONS

Master’s degree in Agriculture, Economics, Social Development, Food Security, Environment, Public Health, Community Development, Social Sciences or related fields with a strong knowledge of food security and nutrition issues and demonstrated experience in the practice of programme management and research.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Manage and lead WFP operations across two drought stricken provinces ensuring timely and effective deployment of food assistance programmes.
  2. Oversee the implementation of WFP corpororate, regional and country level priorities, policies and strategies across the two provinces.
  3. Effectively supervise Field Office staff ensuring transparent and efficient people management and the development of a cohesive and high performing team.
  4. Ensure that WFP security and safety standards are locally established and followed. Actively participate and contribute to the Area Security Management Team (ASMT).
  5. Represent the Country Office and provide effective liaison and coordination with senior government officials (Provincial governors, Provincial Secretaries of State and District Administrators across multiple locations).
  6. Develop and sustain liaison and effectively coordinate with non-governmental institutions including international and local NGOs, UN agencies, donors, civil society, beneficiaries and other partners and media engaged in the field of food security.
  7. Oversee Cooperating Partner relations including negotiation of partnership agreements, ensuring proper oversight as regards FLA implementation, financial and performance reporting for both in-kind and cash programmes.
  8. Forge and nurture external partnerships with Rome-Based Agencies, other UN agencies, governmental and private sector actors to improve assistance and support complementary strategies and identify potential areas for collaborative approaches and

OTHER SPECIFIC JOB REQUIREMENTS

  • Strategy & Planning: Applies strong understanding of key national and international socio-political issues and the complexity and range of WFP programmes to plan and oversee implementation of programmes in area of responsibility, coordinating and monitoring to ensure effective fulfilment of the area’s needs.
  • Operations: Utilises strong understanding of programme and logistics activities to direct efficient and effective implementation and builds proposals for improvements in operations. Has broad understanding of contextual factors to proactively identify any issues with delivery of food aid and food assistance.
  • Resources: Applies expert interpersonal skills to build strategic relationships with partners which support fundraising. Leverages understanding of WFP financials and fundraising efforts to contribute to the establishment of the relevant area’s budget, and directs delivery against overall resource needs, aligning staffing, budgets and other resources with mission critical operations.
  • Diplomacy: Applies negotiation, networking and diplomacy skills to develop, nurture and sustain mutually beneficial external partnerships with local government authorities, international and local NGOs, civil societies, UN agencies, donors, beneficiaries and other partners/ media engaged in the field of food security, to improve assistance packages. Collaborates with governments and other partners to identify opportunities for food assistance programmes in-line with WFP’s strategic aims locally, and negotiates the optimal approach to delivery against these.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • At least five years of relevant experience at the national and/or international level in programme management, monitoring or reporting.
  • Excellent understanding of the development challenges of Mozambique.
  • Has developed, or supported in the development of, single discipline work plans to support the achievement of WFP strategic aims within a defined area.
  • Exposure to field operations, preferably in a hardship duty station, conflict or emergency response situation.
  • Has field experience via field rotations or working in a sub-office, and through field postings.
  • Gained experience of analysing political situations, assessing risk accurately and supporting managers and leaders in decision making that is sensitive to this.
  • Broad exposure across multiple areas within a function (i.e. policy, programme etc.).
  • Experience managing a mid-size financial budgets and balancing priorities effectively.
