ORGANIZATIONAL CONTEXT

The NOA GIS Officer will work in the GIS Sub-unit under VAM Unit . The GIS Officer will also collaborate with the other units of WFP Syria.

JOB PURPOSE

Maps are a powerful means to advocate the issue of food insecurity and vulnerability, providing essential guidance for programme targeting. Strong GIS (Geographic Information System) and RS (Remote Sensing) capacity is necessary to allow WFP to rapidly respond in case of emergency by providing geographic information on people’s locations, accessibility and likely damage impact.

Against this backdrop, the Syria Country Office’s VAM Unit is seeking an experienced professional to support Syria’s GIS Unit to complete GIS/RS tasks. To provide support to policy and programme activities that effectively meet food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of the Syria Head of GIS Syria sub-unit and the Syria Head of the VAM Unit, the GIS staff will be responsible for:

1. Contribute to the development/updating of the interactive web-mapping applications to support effective information management in line with WFP and UN corporate policies and practices; Support data collection and integration of data using appropriate technologies and platforms to ensure accurate data analysis. 2. Maintain and update the spatial data infrastructure (SDI) for the storage of geospatial data layers in the country and establish linkages to the Regional/HQ SDI database in close coordination with relevant teams at RBC and HQ, including the GIS teams from the Emergency Preparedness Division (OSE) and VAM;

3. Ensure the use of standardized and updated geospatial data layers and best practices in the region;

4. Update, create and maintain the inventory of GIS/Remote Sensing (RS) datasets and maps to ascertain data/map needs and gaps while identifying new data sources to ensure data preparedness for timely solution and response and to enable informed decision making by management; develop dashboards and other visual products, adapting to different audiences and contributing to improvements.

5. Ensure the production of metadata to document on all existing database implementations while conducting regular updates;

6. Update data layers in the SDI following the regional/corporate guidelines of geospatial data management;

7. Server management of Spatial Data Infrastructure (SDI) at the regional level;

8. Coordinate with ICT to ensure the availability of geodatabase server and timely SDI backups;

9. Provide support to spatial analysis for programme design, early warning, emergency preparedness and response or other purposes. Where feasible provide mapping analysis and support to other units within WFP.

10. Exercise quality control of geospatial tools, data and products following WFP corporate standards. 11. Develop WFP’s GIS and Remote Sensing Capacity in Syria and under direct supervision by the Syria Head of GIS provide support, guidance and trainings to other UN Agencies and Government line ministries in Syria.

12. Perform other duties as required by the supervisor/GIS officer – VAM Syria CO.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Geography, Geoinformatics, Computer Science, Software Development, Economics, Development, or any other related subjects with an additional one year of related work experience in GIS or First University Degree with at least three years of related work experience in GIS (e.g ArcGIS, QGIS, Google Earth Engine).

Experience: One year post graduate relevant professional experience if holding a Master’s Degree, or three years post graduate relevant professional experience if holding a Bachelor’s University Degree.

Language: Fluency (level C) in oral and written communication in Arabic and in English.
