The Programme Policy Officer directly reporting to the Head of Programme in Dolow and under overall supervision of the Head of Area Office, he/she will operate with a high degree of independence to ensure that WFP programme and policy objectives and activities are achieved in full.

What will you do?

The successful candidate will:

• Provide technical support and assist in the development and implementation of relief, livelihood, nutrition, school feeding and safety net activities. • Contribute to the development of Area Office strategies, policies, and programs to ensure that local needs inform country-wide planning. • Review and present project proposals to the Country Project Committee and follow up on matters raised by the committee. • Prepare a range of reports and data analysis on food assistance needs, resource utilization, programme status reports etc and highlight trends ensuring deliverables adhere to corporate standards. • Effectively manage the Area Office programme operations under responsibility to ensure transparent and efficient people management and the continued development of a cohesive and high performing team. • Manage, prioritize, and plan for resources to ensure that activities are implemented according to plan • Identify and nurture partnerships with various stakeholders such as local government authorities, international and local NGOs, civil societies, UN agencies beneficiaries and other partners that would lead to improved food assistance packages. • Participate in programme planning processes and provide guidance based on prevailing food and nutrition security situation. • Oversee monitoring and evaluation activities for accurate and comprehensive analysis and reporting. • Provide technical and programmatic support to the programme team and cooperating partners through training and regular coaching. • Review and maintain monthly distribution plans including projections based on the resources available. • Take ownership for incorporating gender perspectives in all areas of work, to ensure equal participation of women and men. • Perform other related duties as assigned.

Minimum Qualifications

Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture or other field relevant to international development assistance, or First University Degree with additional years of related work experience.

Experience: Atleast three years of postgraduate professional experience in designing and implementing multi-faceted food security related programmes in rural and semi-urban areas.

Language: Proficiency in both oral and written communication in English and Somali is must.

Knowledge & skills:

  • Has experience leading implementation of programmes and providing input into policy discussions/decisions
  • In-depth knowledge and experience in food security programming across various programme functions (relief, social protection, livelihoods, nutrition among others)
  • Experience in guiding and supervising staff
  • Solid knowledge of humanitarian food security interventions.
  • Solid understanding of and expertise in community engagement processes and links to local governance.
  • Strong analytical, communication, writing and presentation skills in English
