STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in education,Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses. Language: International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.

National Professional: Fluency (level C) in English language and the duty station’s language, if different.

ORGANIZATIONAL CONTEXT

These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs).This job holder is a National Programme Policy Officer, reporting to the Head of School Feeding program. He or she will manage school feeding program and safety net program for adolescent girls including school meals and take-home rations in emergency context. The incumbent will work under the close support and guidance of his supervisor, contributing to the program unit performance improvement through the management of the Strategic Outcomes:1 (emergency school feeding),2 (regular school feeding) and (safety net for adolescent girls) for Burkina Faso Country Strategic Plan 2019_2023. He will be involved in program analytical work and manage a team of program assistants and associate staff.

JOB PURPOSE

To design, manage, monitor, report and provide support to policy and program activities that effectively meet food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Contribute to the development of school feeding and other safety net projects, plans and processes, ensuring their alignment with WFP program policies and guidance.
2. Provide project management support to school feeding and other safety net projects and defined programs and projects of small to moderate size that are relatively straight forward in nature, ensuring a coordinated approach with wider programs that complies with WFP standards and procedures.
3. Follow data gathering and monitoring systems of these two sectors ensuring that rigorous quality standards are maintained.
4. Research and analyze policy and operational issues to support senior colleagues in the development of policies, programs and activities.
5. Contribute to the preparation of accurate and timely reporting on school feeding and safety net programs as well as activities that enable informed decision making and consistency of information presented to stakeholders.
6. Liaise with internal counterparts to ensure effective collaboration, monitor ongoing projects of related sectors.
7. Support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance packages.
8. Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through project management support of learning initiatives.
9. Contribute to the resources mobilization efforts for WFP projects, clearly articulating the need for emergency school feeding and safety net program opportunities, and follow up on the resource situation of projects including commodity and cash availability, seeking advice from senior colleagues when necessary
10. Ensure the best use of assigned financial resources for achievement of set objectives within a moderate budget
11. Provide guidance to support staff, acting as a point of referral and assisting them with analysis and queries.

.Has a robust expertise and knowledge on education, school feeding, and other safety net programs .Has contribute to the development of new solutions, scale up successful safety net initiatives, compile best practices, identify and establish strong partnerships with government entities and implementing partners

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• Has at least 5 years of experience in implementing technical programs (i.e. nutrition, etc.). • Has implemented programmes and provided input into designing operations. • Has provided input into policy discussions and decisions.
