ORGANIZATIONAL CONTEXT

These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs), and report to the Division/Regional/Country Director or the designate. Job holders are likely to be operating in an environment where the complexity of meeting nutritional needs is high. As such job holders are expected to have a greater breadth of knowledge of nutrition and ability to manage a team. Job holders will need a greater level of experience and knowledge to credibly influence at senior levels in more complex situations.

JOB PURPOSE

The coordination and implementation of the abovementioned nutrition response requires technical expertise in the field of nutrition in emergencies and adequate capacity to manage the overall response. As such, the Nutrition & HIV unit at WFP Mozambique / Country Office is seeking a nutrition emergency officer to support timely, appropriate and well-coordinated nutrition response in emergencies, with special emphasis at the moment on the WFP emergency nutrition response in Cabo Delgado.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Act as a manager of WFP's nutrition response in emergencies:

Provide technical and operational support throughout all stages of programming processes by executing and administering a variety of technical program transactions; preparing materials and documentations, and complying with organizational processes and management systems, to support program planning, results-based planning, and monitoring and evaluation of results.
  3. Provide technical and strategic advice to RBs or COs on WFP nutrition specific and nutrition sensitive programme as part of response to vulnerable communities and policy issues including assessment and analysis, the choice of objectives, activities, transfer modalities and commodity choice for nutrition specific and nutrition sensitive programming in line with WFP standards and processes.
  4. Support the nutrition emergency response in terms of programs design, development and planning, including mainstreaming nutrition within other humanitarian efforts, particularly within WFP emergency programming:
  5. Based on the assessment of the situation and nutritional risks, propose new interventions to protect the nutrition situation, with special focus on those most vulnerable.
  6. Coordinate the overall planning and implementation of WFP nutrition-emergency response programs and activities.
  7. Support WFP Nutrition Unit Monitoring, Evaluation, Reporting and Communication (MERC) activities related to nutrition emergency response:
  8. Support to and advocate for nutrition assessments in collaboration with government partners, UN agencies, NGOs and other nutrition actors and in coordination with WFP’s Vulnerability analysis and mapping (VAM) team. Identify joint assessment opportunities when applicable.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  1. • Knowledge of global nutrition and global humanitarian architecture including the cluster approach and related roles and responsibilities for the nutrition sector;
  2. • Conceptual and operational knowledge of nutrition in emergencies.
  3. • Thorough understanding of WFP’s mandate and roles;
  4. • Knowledge and experience with gender concepts.
  5. • Knowledge of humanitarian funding mechanisms (CERF, flash appeals, country-based pooled funds, etc.);
  6. • Excellent interpersonal skills and demonstrated ability to work effectively in multicultural settings and teams;
  7. • Ability to perform duties under pressure with a minimum level of supervision and to cope with highly demanding living/working environment;
  8. • Excellent written and oral communication skills.

OTHER SPECIFIC JOB REQUIREMENTS

• Must have operational experience supporting/managing nutrition emergency responses in different contexts, including familiarity with IMAM/CMAM and prevention programming, extensive experience in IYCF-E programming; • Work experience with the U.N, preferably with WFP, highly desired; field experience with NGOs is an asset; • Demonstrated ability to strategically engage with Government and partners to develop and implement multi-sectoral programmes.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Nutrition Science, Public Health or other relevant field.
