STANDARD MINIMUM QUALIFICATIONS

Experience:

Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Minimum of 5 years of experience in integrated and multisectoral programming and coordination with demonstrated experience in managing consortiums and/or projects with several stakeholders as well as multi-year donor-backed programmes

Language:

International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.

ORGANIZATIONAL CONTEXT

2020 saw large-scale organized violence in central-southern Jonglei and the Greater Pibor Administrative Area, characterised by deliberate attacks on civilians and their livelihoods between communities already experiencing some of the worst food insecurity in South Sudan. Given that conflict dynamics increased the scale, scope, and complexity of civilian needs, immediate needs for humanitarian support and civilian protection remain high. Linking such efforts to longer term stabilisation, reconciliation, and resilience activities, including effective mechanisms to strengthen access to justice and break entrenched cycles of impunity, is however crucial to ensure community violence reduction in the longer term. On 15 December 2020, the South Sudan Multi-Partner Trust Fund for Reconciliation, Stabilization, and Resilience (hereinafter: RSRTF) endorsed a multi-partner project on Community Violence Reduction (CVR) in Jonglei and the Greater Pibor Administrative Area (GPAA). The consortium includes WFP (lead), UNMISS, WHO, Nonviolent Peaceforce (NP), and Veterenaries sans Frontieres-Germany (VSF-G). The CVR project aims to enable affected communities in Jonglei and the GPAA to experience the exercise of power in non-violent ways through collaborative, consensus-building processes that lead to concrete improvements for the communities on a material level, according to priorities they identify, and to counter multi-layered manifestations of violence.

RSRTF further endorsed three further projects for implementation in Jonglei and the GPAA. The organisations implementing the four projects, along with other key stakeholders implementing complementary programmes, will form the Jonglei Area Reference Group (ARG). The three separate projects are:

  • Tracing and Reintegration of Abductees in Jonglei (UNMISS HRD, UNHCR, Save the Children, CEPO)
  • Strengthening Rule of Law and Access to Justice in Jonglei (UNDP)
  • Secondary Education and Adult Literacy in Jonglei (IOM, UNICEF)

JOB PURPOSE

With WFP as the lead agency for the CVR project as well as for the ARG, the Consultant will be the Project Coordinator specifically for this component of the RSRTF, while simultaneously coordinating and managing the Jonglei ARG.


KEY ACCOUNTABILITIES (not all-inclusive)

  1. Coordinate, develop and manage internal (CVR consortium) relationships and ensure that the project goals are met timely and are contributing to the overall community violence reduction objectives of the project.
  2. Serve as a liaison to the RSRTF Secretariat on the project.
  3. Represent Jonglei CVR project consortium in external meetings.
  4. Work closely with technical teams of WFP, UNMISS, WHO, Nonviolent Peaceforce (NP), and VSF-Germany in the implementation of the project, ensuring that an integrated approach is maintained and strengthened throughout the project cycle and in all project locations.
  5. Working in liaison with the technical teams from WFP, UNMISS, WHO, Nonviolent Peaceforce (NP), and VSF-Germany, develop the inception framework, which should include timelines, budget and responsible persons
  6. Liaise with WFP, UNMISS, WHO, Nonviolent Peaceforce (NP), and VSF-Germany technical teams and implementing partners to monitor ongoing projects, ensuring effective collaboration, timeliness and efficiency, and highlight potential risks to project delivery.
  7. Conduct regular field visits to the targeted locations to capture transformative changes of beneficiaries and communities and support development of knowledge products and stakeholder’s visibility.
  8. Coordinate with project partners to ensure proper and timely monitoring and evaluation of project outcomes and outputs.
  9. Coordinate operational research including the project “impact evaluation” and evidence building on issues relevant to violence reduction, livelihoods, food security, health, and protection.
  10. Provide regular budget oversight and management support including preparation of budget implementation reports to inform joint reviews and updates
  11. Prepare, develop and disseminate timely analytical reports including donor progress reports, publications, and a variety of information products or proposals for internal or external use to communicate the progress and results of the project.
