ORGANIZATIONAL CONTEXT

These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs) and job holders report to a more senior Programme Policy Officer. Job holders are likely to be working under the close support and guidance of a more experienced professional staff member receiving guidance and regular feedback on work performed. They are typically involved in programme or policy activities or similar nature and analytical work of limited complexity.

JOB PURPOSE

The Project "Production alternatives and disposal of cotton by-products and associated crops in Mozambique" called the "Beyond Cotton" Project is the result of a partnership between the WFP´s Center of Excellence Against Hunger in Brazil, the World Food Program in Mozambique, the Brazilian Cooperation Agency of Brazil and the Brazilian Cotton Institute. Its purpose is to support and strengthen around 1500 family cotton producers and their families in the provinces of Manica and Tete, in the production of cotton and the disposal of by-products and associated food crops with a view to contributing to the increase of income and their food security. Specifically, the project aims to i) encourage the production of cotton by-products and associated food crops; ii) facilitate access to the market for associated food crops; and iii) promote access to foods of high nutritional value. Support better markets opportunities, such as institutional purchase, the project aims to strengthen is a form of food production meets the nutritional demands of the population and guarantees the social and economic evolution of family farmers, introducing new food alternatives on the local production. These alternative forms include creation of local marketing chains, which bring the relationship between producers and consumers closer together; strengthens social relations; values productive diversity; and meets the needs of public-private institutions, enabling access to healthy and quality food for the population, with a view to promoting Food and Nutritional Security - FNS. For the family cotton farmer, it represents an important channel for marketing and generating income on a regular basis, contributing to productive inclusion, the generation of employment in rural areas and the encouragement of cooperatives and associations. For the beneficiaries of public institutions (patients, students, etc.) it means regular and permanent access to better quality products, that is, a step forward in ensuring healthy eating practices that respect the habits and culture of the provinces. Thus, this term of reference aims to hire a consultant to map and prioritize which public-private institutions can make institutional purchases in Mozambique, specifically, in the provinces of Manica and Tete, and to identify potential food demand of these institutions and options of contract to build a food procurement process. Based on the results of this exercise, with consultant’s support, Beyond Cotton Project will draw up a logistical plan for supply and demand and promote the establishment of links between producers and these markets.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced university degree in Economics, Agronomy, Rural Development, Politics or relevant field of study or work-relevant experience. Language: Portuguese working level, English working level is an asset.

Experience: Minimum 4 years or more of professional experience in a relevant field of work.

Knowledge & Skills:

Sound knowledge of project cycle, programme and resource management, humanitarian principles and tools, programmes and transfer modalities. Ability to explain projects and operations to counterparts and to communicate with Government and partners clearly and effectively, both orally and in writing; Ability to translate understanding of programme principles into relevant, effective, and context specific approaches

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of the Activity 6 Manager will work to: • Map of public and private institutions that carry out institutional purchases of food products and cotton by-products in the provinces of Tete and Manica; • Determine the quantitative and qualitative demand of the diagnostic institutions. • Identify potential contract models to define food procurement, regarding food specification; • Propose ways of negotiating / setting fair prices for producers; • Participate in planning meetings with stakeholders to prepare the research / field work plan. • Meeting / workshop to present the diagnosis / validation with all involved. Specifically, the Consultant will undertake the following tasks: - Develop a Report with Food Market opportunities based on local, regional and national institutions, can be access by cotton smallholder farmers from Manica and Tete Region. - Carry out a report 2 with food purchase options, regarding Contract model evaluation, price condition, food specification and food offer during the year. - If possible, given respecting the COVID-19 pandemic threats and related travel restrictions, conduct field work to validate the strategy. - Present the strategy for review and input by WFP internal units across CO and partner; - Integrate feedback from WFP internal units into the strategy for finalization; and - Carry out any other activities related to integrated programming, as needed.
