Org. Setting and Reporting The incumbents will work under the supervision of the Chief of Implementation Support Section II (ISS II), Terrorism Prevention Branch (TPB), Division for Treaty Affairs (DTA), United Nations Office on Drugs and Crime (UNODC) and the overall guidance of the Chief of TPB at UNODC Headquarters, Vienna. In addition, the incumbents will coordinate relevant aspects of work closely with the relevant Programme Officers based in Vienna and the field.

Responsibilities Within assigned authority, the Programme Officers (Terrorism Prevention), will be responsible for the following duties:

•Implement capacity building assistance projects on terrorism prevention: lead on the delivery of outputs and outcomes of the project pertaining to terrorism prevention, including capacity building for prosecutors and other criminal justice officials. Lead on the coordination and delivery of outputs of projects related to prosecution, reintegration and rehabilitation strategies and their operationalization in different regions and countries. Provide mentoring and substantive expertise, assess capacity building needs of concerned national entities and lead the conceptualization, design, and implementation of capacity building activities.

•Provide specialized mentoring and substantive advice on prosecution and criminal justice aspects on terrorism-related cases pertaining to individuals associated to terrorists’ groups.

•Technical publications: Provide expert input for the preparation of technical tools, substantive publications, and training tools materials pertaining to the rule of law-based criminal justice responses to terrorism.

•Representation: Participate and represent the Organization in meetings with national counterparts and external stakeholders including in conferences, Expert Group Meetings, as required.

•Quality control: Undertake substantive reviews and quality-control of outputs and services, ensuring compliance with the relevant mandates, objectives, and priorities of the Office.

•Carry out other work-related duties as assigned.

Competencies Professionalism: Has expertise in legal, prosecution and/or adjudication as well as related inter-agency collaboration matters pertaining to handling serious crimes, such as terrorism and transnational organized crime. Has expertise in training and other capacity-building initiatives in these areas. Has knowledge and understanding of theories, concepts and approaches, policies and practices in terrorism prevention, crime prevention and criminal justice reform. Has knowledge of the mandates of the United Nations Office on Drugs and Crime (UNODC) and of the major initiatives of the international community in terrorism prevention. Has sound analytical skills and the ability to identify problems and contribute to problem-solving. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Education An advanced university degree (Master’s degree or equivalent) in criminal law, international law or general law is required. Specialization in prosecution and/or judiciary is desirable. Specialization in legal and related aspects of terrorism prevention and their international dimensions is desirable. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven years of relevant progressively responsible professional experience in prosecution or closely related criminal justice work is required. Experience focused on terrorism, or transnational organized crime, with sound exposure to related judiciary, crime prevention, and criminal justice matters is desirable. Work experience in programme development and implementation of technical assistance activities in counterterrorism or a directly related field is desirable. Work experience in mentoring, in counterterrorism or a directly related field is desirable. Work experience at the national and international levels is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this position fluency in English is required. Knowledge of French is desirable. Knowledge of another official United Nations language is an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise and a competency-based interview.
