Org. Setting and Reporting This position is located in the Crime Research Section (CRS), Research and Trend Analysis Branch (RAB), Division for Policy Analysis and Public Affairs (DPA), at the UNODC Headquarters in Vienna. The incumbent will work under the direct supervision of the Chief, Crime Research Section.

Responsibilities The Programme Officer (Research) will be responsible for the following specific duties:

- Implement project activities to produce research and analysis of crime and criminal justice issues. - Develop indicators and methodologies for review and assessment of crime and criminal justice issues and design relevant data collection tools. - Establish, prepare and disseminate project work plans, budgets, terms of reference and other related project documentation. - Coordinate, plan and participate in field research on crime and criminal justice issues, conduct interviews, moderate focus groups and administer questionnaires. - Conduct other fact-finding and advisory missions in support of research. - Provide guidance to staff, consultants and interns. - Participate in the analysis of data, undertake analysis of trends and developments and related policy issues relevant to crime and criminal justice issues. - Prepare various written reports, documents and communications, e.g. draft reports or sections of analytical reports, studies, background papers, briefings and correspondence, in particular, coordinate the methodological and analytical development of a Transnational Organized Threat Assessment for Nigeria, including work plan, development of data collection and analytical tools, budget, and coordination with UNODC HQ and field colleagues involved in drugs and crime research and national government counterparts. - Coordinate fundraising and donor relations activities related to research on crime and criminal justice issues, including communication with existing and new donors, reporting on current projects and developing new project proposals and budgets. - Liaise with officials of governments, research institutions, representatives of national, regional and global organizations, non-governmental organizations and others in identification of relevant sources of information on crime and criminal justice issues. - Monitor financial resources and supervise project budget, expenditures and utilization of funds related to the project ensuring compliance with UN financial rules and regulations and ensure the timely submission of budgetary documentation and reports. - Represent the Crime Research Section at international and other meetings, organize and participate in working groups, meetings, conferences and consultations with other agencies and partners on issues related to crime and criminal justice research. - Perform other related duties as required, including a variety of administrative tasks necessary for the final delivery of the Crime Research Section’s outputs. - Undertake on-the-job and other training activities, both internally and externally. - Undertake other work related assignments, as may be required.

Is able to use sound judgment and to identify and participate in the resolution of issues/problems. Education Advanced university degree (Master’s degree or equivalent) in law, criminology, social sciences, international relations or related fields is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven years of progressively responsible professional work experience in the field of programme management in international crime prevention and criminal justice is required. Experience in the planning, developing and managing social science research projects is required. Experience in the production of analytical reports, preferably on crime/drugs issues, is required. Experience in international data collection programmes on crime and criminal justice issues, or related field, is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise and a competency-based interview.

Special Notice This position is temporarily available for two months. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.
