The objective of the Department of Mental Health and Substance Use (MSD) is to increase access to services and support for people with mental, neurological and substance use disorders (MNS), and to promote mental health worldwide. The Department's mission is to promote mental health, and human rights for all across the lifespan; to prevent harmful use of alcohol and other substances, to prevent mental, neurological and substance use disorders; and to reduce the mortality, morbidity and disability for persons with MNS disorders and associated psychosocial, cognitive and intellectual disabilities.


Under the direct supervision and overall guidance of the Responsible Officer the Programme Officer will do the following. Assist in the administrative and technical programme support, monitoring and evaluation, budget, work planning, and resource mobilization and allocation of public health programmes. Contribute to the development and preparation of programmatic Public Health policies and agendas for the Department/Region/Country Office in order to facilitate a consistent and standard approach to policy development. Conduct analysis and dissemination of programmatic Public Health information responding to gaps and needs and document WHO's role on a number of Public Health topics. Document and identify programmatic challenges in implementing Public Health programmes and make appropriate recommendations to the Responsible Officer. Perform assessments of the efficiency and effectiveness of WHO Public Health policies and programmes. Create monitoring and project evaluation tools to provide the Responsible Officer and Management with critical programme performance measures necessary to maintain delivery of programme targets, and preparation of reports. Assist to prepare, administer and monitor the implementation of workplan activities and allocation of financial resources for the office through the use of the WHO's ERP system and other financial tools ensuring objectives and compliance are met and efficient use of resources in accordance to the organization's with financial rules and regulations; providing financial and programmatic reports, data and statistics. Perform all other related duties as assigned.



Essential: A first university degree in Public Health, Management, Business Administration or related field. Desirable: An advanced university degree (Masters level or above) in the area of Public Health, Financial and Business Management, Administration, or related field


Essential: A minimum of five years of experience working with public health programmes providing technical, financial and administrative support on programmatic issues. Desirable: Experience working in an international organization.


Good knowledge and skills in the area of Public Health. Good skills in writing and drafting policy and reports on Public Health activities. Concrete skills in the area of programme management and administrative and financial processes with a sound knowledge and understanding of work planning. Sound skills in utilizing Enterprise Resource Planning Oracle systems or similar packages.

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,120 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4442 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
