Organizational Setting

The Resource Mobilization and Private Sector Partnership Division (PSR) leads and coordinates the mobilization of voluntary contributions in support of the Organization's strategic priorities. To achieve this, PSR develops market intelligence and outreach for resource partners' engagement, manages the organization's business development portfolio and oversees the negotiation of agreements in line with standard cooperation frameworks. PSR also provides resource mobilization capacity development opportunities, particularly for FAORs, and coordinates and oversees results reporting to ensure accountability to resource partners.

The post is located in the Outreach Marketing and Reporting Unit (PSRR).

Reporting Lines

The Programme Officer reports to the Senior Programme Officer, Head of the Outreach, Marketing and Reporting Unit (PSRR).

Technical Focus

Donor- and partner-oriented marketing and outreach, Intelligence on resource partners and the international development landscape.

Key Results

Provision of support in the mobilization of voluntary contributions, focusing on sustainable agriculture, production climate change adaptation and mitigation, environmental restoration, rural development, food and nutrition security, and resilience; facilitation/negotiation/formalisation of grant agreements; decentralized network on Resource Mobilization coordination; capacity development and programming support and marketing; outreach and reporting to partners; guidance and support to units responsible for operating projects.

Key Functions

• Supports the preparation of annual work plans to achieve divisional targets;

• Collaborates with and supports FAO's Strategic Objectives teams, headquarters departments and Decentralized Offices to mobilize resources partnerships in line with defined corporate priorities;

• Supports contact with potential partners to explore funding opportunities, supports negotiations of funding agreements and project proposals with governments, international organizations, private sector and civil society partners; maintains effective working relationships with key stakeholders throughout the project cycle, including to support implementation, facilitates monitoring and compliance issues and submission of reports, as required;

• Supports capacity development efforts in support of staff in all locations with regard to Resource Mobilization partnerships through policy development, the production of training material and delivery of training;

• Participates in the organization of marketing and outreach activities related to FAO's Strategic Objectives and defined priority areas; facilitates donor meetings, events and outreach campaigns;

• Contributes to the global Resource Mobilization and supports Regional Initiatives teams; monitors and reports on key results;

• Performs other related duties as required.

Specific Functions

• Contributes to the development and implementation of donor marketing and outreach strategies and plans, in close coordination with all relevant offices around the world and with a special focus on digital outreach and marketing, in support of resource mobilization for the achievement of FAO's strategies and priorities and the Sustainable Development Goals;

• Supports efforts to enhance and diversify the funding portfolio of FAO in support of countries and priority programmes;

• Liaises with all relevant offices, centres and divisions of FAO, in particular with technical divisions and the Office of Communications, to ensure that marketing and outreach activities are fully aligned with and support FAO's strategic framework and priorities;

• Collaborates with the Senior Programme Officer,, Head of Unit, PSSR and the market intelligence team, to conduct strategic analyses regarding the changing global landscape of development finance, to inform and guide FAO's resource mobilization efforts at all levels;

• Conducts capacity development trainings to foster donor outreach and marketing capabilities, particularly in decentralized locations, in support of greater resource mobilization and donor recognition in a decentralized manner;

• In close collaboration with the Reporting Team, promotes project results and progress made to a broader donor audience, and advance corporate donor recognition along with the related guidelines.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Advanced university degree in business administration, international development, development economics, political science, international law, or another field relevant to the work of the Organization;

• Three years of relevant experience in International marketing, international development, public sector outreach, donor relations, donor aid programmes, fundraising or related professional activities;

• Working knowledge of English and limited knowledge of another FAO official language (Arabic, Chinese, French, Russian or Spanish)

Technical/Functional Skills

• Work experience in more than one location or area of work, particularly in field positions is desirable

• Extent and relevance of experience in supporting relations and outreach with public sector partners;

• Demonstrated skills and experience in marketing and outreach, particularly in an international setting;

• Extent of relevant experience in institutional collaboration and partnership related to international aid programmes, international organizations, philanthropic institutions, private business, national aid agencies, or other donor institutions.
