Org. Setting and Reporting This position is based in the Regional Office for South Eastern Europe (ROSEE) co-located within the Regional Section for Europe, West and Central Asia (RSEWCA), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC) in Vienna, Austria. The incumbent will report to the Regional Representative for South Eastern Europe/Chief of RSEWCA and will work under the overall guidance and supervision of the Deputy Director, DO.

Responsibilities The Secretariat of the Regional Anti-Corruption and Illicit Finance Roadmap for the Western Balkans (the Roadmap) aims to fast-track the implementation of the United Nations Convention against Corruption (UNCAC) in the Western Balkans; improve implementation of relevant measures in priority areas; further support coordination and cooperation of actors involved in the provision of technical assistance. UNODC was identified and agreed to be the lead implementor of the Roadmap and will be the seat of the Secretariat of the Roadmap, which will be based in the ROSEE/RSEWCA at the Vienna Headquarters of UNODC.

Within delegated authority and under substantive and policy guidance of the Regional Representative for South Eastern Europe/Chief of RSEWCA, the Programme Officer (Head of the Roadmap Secretariat) is primarily responsible for the management of the Secretariat, which will have the overall objective of guiding and supporting the implementation of the Roadmap; ensuring political and policy liaison among relevant government entities and partners in the implementation and coordination of the Roadmap, as well as maintaining and furthering institutional links related to the Roadmap.

The incumbent will be responsible for the following specific duties:

  • Lead the Secretariat of the Roadmap in accordance with the UNODC’s overall strategy and as an integral element of the UNODC Regional Programme for South Eastern Europe.
  • Ensure political and policy liaison among relevant government entities and partners in the implementation and coordination of the Roadmap, as well as maintain and further build institutional links, as well as policy and diplomatic relations.
  • Support the establishment and future functioning of the Roadmap Steering Committee, which will be essential for ensuring the national ownership of the Roadmap by the jurisdictions of the region.
  • Organize communication with the members of the Steering Committee, as well as its meetings on a regular basis.
  • Forge strategic relationships with donors to the Roadmap, support resource mobilization for the Roadmap and coordination with donors and other actors.
  • Ensure constant communication flow between the parties, transparent Roadmap implementation, and availability of relevant up-to-date information on matters related to the Roadmap through its coordination and communication.
  • Provide assistance to identifying potential areas of Roadmap’s synergies and ensuring non-duplication with other actors in the region.
  • Advise all involved partners and actors on matters related to the Roadmap and developments in the areas of its engagement.
  • Develop well-reasoned and innovative approaches, including in terms of fund-raising and maximizing effect of cooperation with external counterparts.
  • Be abreast of the situation and provide well-researched and sound analysis of the situation in the areas of the Roadmap to avoid duplication with other actors in the field and identify synergies for UNODC’s work with other counterparts.
  • Develop detailed workplans, logical frameworks, budgets, project revisions and other project documentation with regard to the Roadmap implementation.
  • Lead continuous review, monitoring and evaluation of results of the Roadmap and report to the donors accordingly on the impact that the Roadmap activities will be resulting in.
  • Prepare periodic reviews of the Roadmap’s goals and progress against set targets.
  • Ensure visibility and communication of the Roadmap results.
  • Closely cooperate with the Secretariat of the Regional Anti-Corruption Initiative (RAI), which is and will remain a partner of UNODC in the implementation of the Roadmap, as well as other counterparts, including the Integrative Internal Security Governance initiative (IISG) and conduct period reviews in this regard.
  • Coordinate closely all activities carried out under the Roadmap with the Coordinator of the UNODC Regional Programme for South Eastern Europe, as well as the substantive (anti-corruption/illicit finance and related areas) experts who will be additionally recruited for the implementation of the three goals of the Roadmap, as well as administrative staff in support of the Regional Programme and the Roadmap.
  • Contribute to work related to communication, reporting, monitoring, evaluation and implementation of the UNODC Regional Programme for South Eastern Europe.
  • Liaise and share information regularly and continuously with relevant counterparts within UNODC, including the UNODC Regional Programme for South Eastern Europe, thematic and global programmes of UNODC.
  • Perform other work-related duties as required.

Education Advanced university degree (Master’s degree or equivalent) in law, criminal justice, international relations, political and social sciences or a related discipline is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven years of professional experience working within International Organizations or diplomatic service is required.

Experience with conducting high-level negotiations with donors, counterparts, other International Organizations, discussion on introduction and implementation of policies and political matters is required.

Experience with the areas of or related to UNODC mandates is required.

Work experience in or with the Western Balkans is desirable.

Experience with project management and technical assistance delivery is desirable.

Experience with the areas of or related to UNODC mandates is required.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language and a language spoken in the Western Balkans is desirable.
