Org. Setting and Reporting This position is located in the Justice and Corrections Service (JCS), Office of Rule of Law and Security Institutions (OROLSI), Department of Peace Operations (DPO). While the successful candidate will report directly to the JCS Chief, he/she will work in tandem with the United Nations Development Programme (UNDP) Programme Specialist for the Global Focal Point for the Rule of Law (GFP) and serve the broader GFP Management Group, co-led by DPO and UNDP. In the first instance, the Programme Officer's responsibility will be to manage the implementation of the justice and corrections-related programmatic elements of the GFP on behalf of JCS.

The Programme Officer will be responsible and accountable for facilitating the response of JCS to country-level requests, channelled through United Nations entities on the ground, with timely and quality justice and corrections assistance. This will entail facilitating access to global knowledge and people, and providing advice on assessments, planning, funding and partnerships. The GFP arrangement covers peace operations, special political missions and non mission settings. Office of Rule of Law and Security Institutions (OROLSI) was established in 2007 to strengthen the links and coordinate the Department's activities in the areas of police, justice and corrections, mine action and weapons/ammunition management, the disarmament, demobilization and reintegration of ex-combatants and security sector reform.

Responsibilities Within delegated authority, the Programme Officer will be responsible for the following duties: - Develop, implement, manage and evaluate assigned projects; monitor and analyze project development and implementation; review relevant documents and reports; identify problems and issues to be addressed and initiate corrective actions; liaise with relevant parties; ensure follow-up actions - Support the operationalization of joint assessments, programmes, deployments and fundraising and track progress of the GFP. - Together with the UNDP Programme for the GFP, oversee the administration of the GFP arrangement (including organize GFP management meetings, prepare agendas, take minutes of meetings, ensure follow up on agreed action items, etc). - Organize GFP retreats and planning meetings as needed. - Help organize country-specific meetings for relevant United Nations entities and in country colleagues and provide substantive backstopping. - Suggest and organize thematic meetings, propose agenda topics, identify participants, prepare documents and presentations, etc. - Monitor and report on Security Council mandates, Independent Peacekeeping Reviews, Strategic Assessment Missions, Technical Assistance Missions, Security Council thematic debates, C-34 deliberations, code cables, etc, relevant to GFP management or GFP countries. - Research, analyse and present information gathered from diverse sources, and develop policy, guidance and tools to be agreed on by GFP managers and partners. - Organize Member State/donor meetings and events. - Organize meetings of Principals and Assistant Secretaries-General. - Draft talking points and briefing notes for meetings of senior officials with other United Nations entities, donors, corrections contributing countries, Member States, etc. •Draft various documents, including reports, fact sheets, newsletters and other outreach material for internal and external use. - With the UNDP Programme Specialist for the GFP, coordinate activities related to the GFP work plan and budget, prepare related documents and provide input to reports to donors. - Liaise with GFP partners and other United Nations entities, and network with non-United Nations actors (such as international and regional organizations, research institutes, think-tanks, consultants, etc). - Organize joint training workshops on GFP relevant topics for in-country colleagues and staff at Headquarters; deliver presentations on assigned topics/activities. - Perform other duties as required.

Competencies - Professionalism: In-depth knowledge of issues related to the support of justice and corrections components in United Nations field missions. Sound understanding of planning, management and administration in the areas of justice and corrections. Ability to identify issues, analyse and participate in the resolution of problems. Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources (e.g., electronic sources on the internet, intranet and other databases).     Education Advanced university degree (Master's degree or equivalent) in law, politics, business administration, management, economics or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience A minimum of seven years of progressively responsible experience in programme management, including two years in the management or support to rule of law programs, is required. Three years of experience working in countries with peacekeeping operations or at United Nations Headquarters is desirable. Three years of experience working in an international tribunal is desirable. Two years of experience implementing rule of law programmes in a field operation is desirable. Two years of experience working in political affairs in a peace operation setting is desirable. One year of experience in a peace operation is desirable. Significant experience writing and editing documents and reports for publication is desirable. Significant experience working in the headquarters of an international organization is desirable. Significant experience working in a diplomatic mission is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For this post, fluency in English (both oral and written) is required. Knowledge of French is desirable.

    Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
