Org. Setting and Reporting The Sector and Enterprise Competitiveness (SEC) is located in the Division of Enterprise Competitiveness and Institutions (DECI). DECI works from an innovative and inclusive market-driven approach to enhance the competitiveness of MSMEs from developing countries and to connect them to international value chains and markets supported by strong business support organizations and institutional ecosystems. SEC helps developing country MSMEs address the challenges around sustainable value-chain development, catalyzing sector-wide transformation, and improving market linkages – including through the use of new digital channels. The section develops proprietary methodologies for value-chain analysis and upgrading, as part of its efforts to improve the international competitiveness of MSMEs through the delivery of specialized advisory solutions. The section manages ITC’s Value Added to Trade and e-Solutions programmes, which are directly linked to ITC’s strategic focus area of connecting MSMEs to value-chains. The Enterprise Competitiveness Unit helps SMEs become internationally competitive by strengthening their operational, strategic and internationalization capabilities. The Unit helps SMEs become more resilient, flexible and dynamic; while also supporting entrepreneurs shape their ideas and transform them into viable businesses.

Responsibilities Under the direct supervision of the Team Leader of the SME Performance Unit and the general guidance of the Chief, Sector and Enterprise Competitiveness Section, the officer will; - Participates in the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions. - Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change. - Researches, analyzes and presents information gathered from diverse sources. - Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies. - Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. - Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. - Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. - Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. - Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. - Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). - Performs other duties as required.

Knowledge and understanding of theories, concepts and approaches relevant to particular sector, functional area or other specialized field. Education Advanced university degree (Master’s degree or equivalent) in business administration, management, economics, or a related field such as international trade. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five (5) years of experience in project or programme management, administration or related area is required.

Experience designing and delivering capacity building training programmes on strategic management, business internationalization, and entrepreneurship is desirable.

Experience providing coaching to SME managers and entrepreneurs and various aspects of business management and internationalization is desirable.

Experience in a multi-cultural and global context in relation to trade development is desirable.

Languages For the position advertised, fluency in English is required. Knowledge of French or Spanish is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
