Org. Setting and Reporting This position is located in the Conference Support Section (CSS), Corruption and Economic Crime Branch (CEB), Division for Treaty Affairs (DTA), United Nations Office on Drugs and Crime (UNODC), in Vienna. The incumbent will work under the direct supervision of the Chief of Section and the overall guidance of the Chief of Branch.

Responsibilities The Anti-Corruption Global Programme is a technical assistance programme being offered by UNODC to provide capacity-building assistance to Member States to effectively implement the United Nations Convention against Corruption (UNCAC). Within the framework of the Global Programme UNODC is setting up a Global Operational Network of Anti-Corruption Law Enforcement Authorities (“the Network”) to facilitate informal cooperation among anti-corruption entities. The incumbent will act as the Coordinator of the Network. The network, envisaged to be officially launched in mid-2021, aims to establish and enhance direct contact between anti-corruption law enforcement authorities, empower a wider range of countries to engage in informal international cooperation, and complement the other existing platforms for such cooperation. The Network will build and enhance direct contact between anti-corruption law enforcement authorities, through the following three components: 1) Vienna-based Global Network of Anti-Corruption Law Enforcement Authorities; 2) Online one-stop hub for the network; and, 3) Knowledge and capacity development for the Network.

Within assigned authority, the Programme Officer (Crime Prevention and Criminal Justice, Coordinator of the Global Operational Network of Anti-Corruption Law Enforcement Authorities) will be responsible for the following duties:

•Act as Coordinator of the Global Operational Network of Anti-Corruption Law Enforcement Authorities. •Coordinate the establishment of the Network and the setting up its three components, including through managing the substantive and technical servicing of its meetings; the online one-stop hub for the network; and the knowledge products and capacity development activities of the Network. •Act as a focal point for information about the Network; coordinate outreach, promote the Network, build its membership, and coordinate membership support services. •Coordinate policy development on conceptual strategy development and management of the Network, and provide substantive input to senior management in the interaction with donors, and intergovernmental bodies (primarily Conference of the States Parties to UNCAC and its subsidiary bodies) as appropriate and relevant; such input will include reporting, organizing follow-up meetings, seeking guidance in the development and implementation of the work plan of the Network and other relevant issues. - Coordinate activities undertaken by the Network, in liaison with other organizations of the United Nations System, other relevant organizations, international cooperation networks and agencies and donors as appropriate. •Ensure consistency of approaches and actions within UNODC, as well as effective coordination with UN bodies and other relevant organizations (e.g. UNODC/World Bank Stolen Asset Recovery Initiative (StAR), World Bank, INTERPOL, Organisation for Economic Co-operation and Development (OECD), Egmont Group, and other global and regional networks) on issues related to the work of the Network; guide and manage the preparation of policy-oriented documentation, yearly work plans, and annual reports on the work of the Network. •Perform programmatic/administrative tasks necessary for the functioning of the Network, including preparation of budgets, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance, evaluation of staff performance (PAS), interviews of candidates for job openings and evaluation of candidates. •Represent the Organization and the Network at inter-agency meetings, seminars, etc. on substantive-related issues; Participate in international, regional or national meetings and provide programmatic/substantive expertise on an issue or hold programmatic/substantive and organizational discussions with representatives of other institutions; present the work of the Network in various forums. •Perform other work-related duties as required.

Education An advanced university degree (Master’s degree or equivalent) in law (preferably with a specialization in international law and criminal law), international relations, political science, business administration, management, or a related area is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven years of progressively responsible professional experience in the crime prevention and criminal justice area is required. Five years at the international level and in facilitating international formal and/or informal cooperation in legal/criminal matters is required. Experience within the United Nations system or a similar international organization particularly with similar international cooperation networks is desirable. Experience in the work of intergovernmental processes and the implementation of their mandates (including political declarations) is desirable. Demonstrated experience in strategic planning, programme monitoring and evaluation is desirable. Experience supporting senior policy and coordination meetings is desirable. Experience working with international donors for the purpose of fundraising is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised fluency in English is required. Knowledge of another United Nations official language is an advantage.
