Org. Setting and Reporting The Programme Management Officer works in the Office of the Assistant Secretary-General for Rule of Law and Security Institutions (OROLSI) and reports to the Special Assistant to the Assistant Secretary-General.

Departments of Peace Operations (DPO) provides political and executive direction to UN Peacekeeping operations around the world and maintains contact with the Security Council, troop and financial contributors, and parties to the conflict in the implementation of Security Council mandates. The Department works to integrate the efforts of UN, governmental and non-governmental entities in the context of peacekeeping operations. DPO also provides guidance and support on military, police, mine action and other relevant issues to other UN political and peacebuilding missions.

Office of Rule of Law and Security Institutions (OROLSI) was established in 2007 to strengthen the links and coordinate the Department's activities in the areas of police, justice and corrections, mine action and weapons/ammunition management, the disarmament, demobilization and reintegration of ex-combatants and security sector reform. Responsibilities Within delegated authority the Programme Officer is responsible for:

- Support the development of policies and planning tools that promote integrated OROLSI plans and activities at Headquarters, and in particular in field operations; - Coordinate OROLSI's contribution to the overall results-based budget, programme management and performance reporting processes for the Department; - Coordinate and contribute to the development and implementation of Departmental policies, guidelines, SOPs, manuals and other issuances related to the OROLSI specialist functional areas; - Manage the implementation projects that will strengthen the Department's capacity to plan and deliver critical early peacebuilding tasks in peacekeeping contexts; Develop strategic and - operational partnerships within and outside the UN system in support of ROLSI components in field operations; - Manage the flow of information/documents into and from the Office including screening/drafting routine and strategic documents (e.g. budget narratives, Secretary-General's reports, speeches) and prepare outgoing correspondence (notes, cables, letters, minutes and other documents); - Accompany the Assistant Secretary-General (ASG) and other senior OROLSI staff on missions and provide the requisite support in planning and preparing all aspects of travel; - Represent OROLSI in working groups, meetings, conferences, and other forums convened by UN and non-UN actors; - Support and back-up the Special Assistant to the ASG as required.

Education Advanced university degree (Master's degree or equivalent) in political science, international relations, law or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven years of progressively responsible experience in peacekeeping or peacebuilding, including experience in policy development in the areas covered by the Office is required. and/or planning and implementation of field operations in the areas covered by the Office. At least one year of experience in peacekeeping or other post-conflict field operation is desirable. Experience in drafting budget, programme and planning documents, speeches and talking points is required. Experience in coordinating, managing and implementation of project development is desirable.

Languages English and French are the working languages of the UN Secretariat. For the post advertised, fluency in English is required. Working knowledge of another official language, preferably French, is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
