The fundamental mission of UNICEF is to promote the rights of every child, everywhere, in everything the organization does — in programs, in advocacy and in operations. The equity strategy, emphasizing the most disadvantaged and excluded children and families, translates this commitment to children’s rights into action. For UNICEF, equity means that all children have an opportunity to survive, develop and reach their full potential, without discrimination, bias or favoritism. To the degree that any child has an unequal chance in life — in its social, political, economic, civic and cultural dimensions — her or his rights are violated. There is growing evidence that investing in the health, education and protection of a society’s most disadvantaged citizens — addressing inequity — not only will give all children the opportunity to fulfill their potential but also will lead to sustained growth and stability of countries. This is why the focus on equity is so vital. It accelerates progress towards realizing the human rights of all children, which is the universal mandate of UNICEF, as outlined by the Convention on the Rights of the Child, while also supporting the equitable development of nations.

The assigned UNV Programme Officer will support the Deputy Representative to coordinate the tasks required to ensure that disability is inclusive and part of the programme areas. Programmes that have already included this aspect can look to scaling up whilst those that are in the nascent stages, can be supported to be enhanced. The UNV is expected to work collaboratively with all programme areas and external partners to ensure that meaningful dialogue is conducted and the voices of persons with disabilities are represented in the UNICEF programmes.

The UNV Programme Officer will also provide technical support in adapting any learning materials developed with UNICEF support to ensure that they are accessible for children with disabilities.

The efficient and effective technical, administrative and operational support provided by the UNV Programme Officer to the Jordan Country Office will impact UNICEF’s ability to ensure that disability inclusion services are further integrated in programme sections so that all children and adolescents accessing basic services will have proper referrals link-ages established to specialized care, where indicated, as well mainstreaming disability inclusion across all UNICEF Jordan programs

National UN Specialist Volunteers in Jordan are entitled to:

  • Monthly Volunteer Living Allowance (VLA) at the amount of JOD 1,068.5;

Under the direct supervision of the Deputy Representative, programmes , the UN Volunteer will undertake the following tasks:

  1. Support to programme development and planning • Contribute to the development and establishment of cross-sectoral programme goals, objectives, strategies, and results-based planning through research, analysis and reporting of efforts and other related information for development
    planning and priority and goal setting related to disability inclusion in all programmes in a meaningful manner • Provide technical and operational support throughout all stages of programming processes by executing and administering a variety of technical, programme, operational, and administrative transactions, preparing related materials and documentation, and complying with organizational processes and management systems, to support programme planning, results-based planning (RBM) and monitoring and evaluating of results. • Engage one or more sections in working with parents of children with disabilities and formation of support groups (resources exist within the region that can be tapped into)

  2. Programme management, monitoring, and delivery of results • Work closely and collaboratively with colleagues and partners to discuss implementation issues, provide solutions, and recommendations and/or alert appropriate officials and stakeholders for higher-level interventions and/or decisions. Keep records of reports and assessments for easy reference and/or to capture and institutionalize lessons learned. • Participate in monitoring and evaluation exercises, programme reviews and annual sectoral reviews with government and other counterparts to assess programmes/projects, and to report on required action/interventions at the higher level of programme management. • Monitor and report on the use of cross-sectoral programme resources (financial, administrative, and other assets), verifying compliance with approved allocations, organizational rules, regulations, procedures and donor commitments, standards of accountability, and integrity. Report on critical issues and findings to ensure timely resolution by management and stakeholders. Follow up on unresolved issues to ensure resolution. • Prepare regular and mandated sectoral programme/project reports for management, donors, and partners to keep them informed of programme progress.

  3. Technical and operational support to programme implementation • Conduct regular programme field visits and surveys and exchange information with partners/stakeholders to assess progress and provide technical support. Take appropriate action to resolve issues and/or refer to relevant officials for resolution. Report on critical issues, bottlenecks, and potential problems for timely action to achieve results. • Provide technical and operational support to government counterparts, NGO partners, UN system partners and other country office partners/donors on the application and understanding of UNICEF policies, strategies, processes and best practices in child protection, to support programme implementation

  4. Networking and partnership building • Build and sustain effective close working partnerships with government counterparts and national stakeholders through active sharing of information and knowledge to facilitate programme implementation and build capacity of stakeholders to achieve and sustain results on disability-inclusive programmes. • Draft communication and information materials for CO programme advocacy to pro-mote awareness, establish partnerships and alliances and support fundraising for disability-inclusive programmes. • Participate in appropriate inter-agency (UNCT) meetings and events on programming to collaborate with inter-agency partners on UNDCF operational planning and preparation of disability-inclusive programmes/projects and to integrate and harmonize UNICEF’s position and strategies with the UNDCF development and planning process. • Research information on potential donors and prepare resource mobilization materials and briefs for fundraising and partnership development purposes.

  5. Support to Advocacy, networking, and partnership building on inclusive program-ming • Build and sustain effective close working partnerships with government counterparts and national stakeholders through active sharing of information and knowledge to facilitate programme implementation and build the capacity of stakeholders to achieve and sustain results on inclusive and gender-responsive quality education results. • Draft communication and information materials for the CO programme advocacy to promote awareness, establish partnerships/alliances, and support fundraising for the inclusive elements of programmes • Research information on potential donors and prepare resource mobilization materials and briefs for fundraising and partnership development purposes.

one or more of the following areas is required: Inclusive education, disability inclusion, social and behavioral science, sociology, anthropology, or psychology. A lived experience of a disability is an asset.
Relevant experience in a UN system agency or organization is considered an asset

Gender: Female * This initiative is aiming at promoting women inclusion into UNICEF workforce. * Minimum experience: 3 years

Amman, the capital, is a peaceful city with over four million residents. People are friendly to visitors. Services in terms of banking, transportation, health and communications are easily available. Though Arabic is the official language, English is widely spoken among the majority of the population, especially in Amman. Road network is good both in terms of spread and quality of the roads. Public transportation in Amman is limited. Taxis are relatively cheap and easily available. There are a number of shopping malls, restaurants, gyms, and cinemas. A large variety of accommodation options can be found; however, it is worth noting that prices in Amman have generally increased in the past few years. There are no specific security threats. Amman is a very easy city in which to live; large, many amenities, very modern and serviced by an international airport with direct flights to most capital cities. According to the assessment of the UN Department of Safety & Security (UNDSS) Jordan is a family duty station (category A hardship).

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. National UN Volunteers are part of the insurance plan.
