OBJECTIVES OF THE PROGRAMME

To achieve cessation of transmission of Poliovirus from Pakistan by the year 2022 through routine and supplementary immunization and high-quality AFP surveillance system. In addition, to reduce morbidity of other EPI target diseases

DESCRIPTION OF DUTIES

The incumbent will perform the following duties:

--> Lead strategic planning for programme operations and advise the POL Coordinator

--> Anticipate challenges and bottlenecks; and prepare mitigating plans

--> Oversee risk management and compliance

--> Liaise with EMRO and HQ counterparts on operational planning and coordination

--> Oversee HR planning and managements functions in the programme

--> Provides managerial and administrative support by supervising the Polio Administration, Finance, HR, Logistics and Procurement, Fleet and resource management teams within Pakistan

--> Leads WHO operational planning and budgeting processes, workplan preparation and monitoring of implementation against workplans.

--> Ensures AWARDS are implemented as per donor agreements and that reports and proposals are submitted as per established deadlines.

--> Develops relevant administrative policies and procedures and provides advice in response to administrative policy and procedural issues and obstacles. Identifies and documents administrative and financial pitfalls, with particular attention to problems and delays related to project implementation, recommending remedial actions, including for hiring additional staff resources, reinforcing infrastructures, improving information flows towards transparent and efficient monitoring and management of WHO resources, and to ensure reporting to donors in line with agreements.Adapts existing and/or develops administrative and financial procedures to facilitate project management based on clear and effective coordination processes.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced University degree (Master's level or above) in management, business administration, finance or accounting or other social studies from an accredited/recognized institute. Desirable: Degree or training in information management systems and their application to project monitoring and evaluation

Experience

Essential: At least seven years of relevant experience combined at national and international levels in management and administration, including supervision of staff. Experience in developing and promoting the implementation of state-of-the-art and transparent financial, administrative and managerial procedures. Desirable: Experience in developing countries. Prior humanitarian working experience at field level, with WHO, other UN agency, health cluster partners, recognized humanitarian organizations or with an international nongovernmental organization.

Skills

--> Excellent managerial, analytical and evaluation skills, completed by ability to manage multidisciplinary and multinational groups, promote consensus and obtain results in complex and difficult situations.

--> Excellent interpersonal skills and ability to work under pressure and manage multiple teams.

--> Proven and demonstrated ability for strategic planning and to design and implement operational, financial and administrative controls, including the development and design of related procedures and supporting systems. Knowledge or good understanding of WHO financial and administrative rules and/or an understanding of WHO donor reporting activities an advantage

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 74,913 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2247 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
