Org. Setting and Reporting This position is located in the United Nations Operations and Crisis Centre (UNOCC), reporting to the ASG for Strategic Coordination of the Executive Office of the Secretary General (EOSG). The Centre is also positioned under the Office of the Director of Coordination and Shared Services between the Department of Peace Operations (DPO) and the Department of Political and Peacebuilding Affairs (DPPA). ODCSS enables, directs and coordinates departmental efforts to ensure the effective integration and management of both Departments. The incumbent reports to the Director of the UNOCC.

The UNOCC provides rapid situational awareness and analysis of events in the field, in order to enable informed, coordinated and timely decision-making and strategic engagement on operations and crisis management at UN Headquarters (UNHQ) through 24/7 support to senior managers across the UN system.

The Department of Political and Peacebuilding Affairs (DPPA) focuses primarily on five action areas in international peace and security, ensuring sound analysis and early warning, preventing conflict and engaging in peacemaking, managing political crises and violent conflicts, sustaining peace, and enhancing partnerships. The Department's mandate is to prevent and resolve conflict through inclusive political solutions.

The Department of Peace Operations (DPO) serves as a center of excellence for peace operations, responsible for preventing, responding to and managing conflict and sustaining peace in countries where peace operations under its purview are deployed, and provides support to other entities on peace and security issues.

Responsibilities Within delegated authority, the Programme Management Officer will be responsible for the following duties:

  • Develops, implements, and evaluates a crisis management training module for senior mission leadership.
  • Conducts desk reviews of existing policies and guidance, develops curriculum and manages the overall programme.
  • Identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; and ensures follow-up actions.
  • Performs consulting assignments, in collaboration with field missions, by planning and facilitating workshops. Develops and delivers the module as a pilot, after which the training materials will be fine-tuned for finalization, if needed.
  • Researches, analyzes and presents information gathered from diverse sources, including integration of lessons from COVID-19 crisis management procedures.
  • Organizes and prepares written outputs, conducts interviews and makes visits to select missions to facilitate training material development, including on existing guidelines on crisis management, crisis management procedures and good practices, and specific mission scenarios for each country where a peacekeeping mission is deployed.
  • Assists the Director of UNOCC in facilitation of the COVID-19 crisis management team secretariat and integrates lessons from the CMT and from individual mission experiences on COVID-19 into learning materials.
  • Initiates and coordinates outreach activities; conducts training workshops and seminars related to the project and makes presentations on assigned topics/activities.
  • Performs other duties, as required.

Education Advanced university degree (Master’s degree or equivalent) in political science, international relations, international economics, law, public administration or other related. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree

Work Experience A minimum of seven years of progressively responsible experience in project or programme management, administration or related area is required. Experience supporting COVID-19 crisis management is highly desirable.

Languages Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice - This temporary position is available through 31 March 2022. Appointment or assignment against this position is subject to availability of post and funding. If the selected candidate is an internal staff member of the UN Secretariat, the selection will be recorded as a temporary assignment.

  • Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.

  • Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station.

  • A current staff member who holds a fixed-term, permanent or continuing appointment may apply for temporary positions no more than one level above his or her current grade.

  • This temporary job opening may be limited to "internal candidates," who have been recruited through a competitive examination administered according to staff rule 4.16 or staff selection process including the review of a central review body established according to staff rule 4.15.

  • Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply.   • While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1. A staff member holding a temporary appointment who is recruited in the Professional and above categories on a temporary appointment, and placed on a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service. This provision does not apply to staff members holding temporary appointments and placed on positions authorized for one year or more in duty stations authorized for peacekeeping operations or special political missions.
