OBJECTIVES OF THE PROGRAMME

The mission of WHE is to build the capacity of Member States in the South-East Asia Region, to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.The Management & Administration unit of WHE is responsible for effective management and administrative support for the emergencies programme and for ensuring that WHO emergency operations are rapidly and sustainably financed and staffed. This consists of the provision of high-quality, predictable administrative services (i.e. HR, Finance, work planning, grant management) to the Emergency Programme, including during emergency response, as well as effective monitoring of (and compliance with) SOPs, leading to continuous improvement and business process excellence.

DESCRIPTION OF DUTIES

1. Provide overall coordination of Health Emergencies Programme's work in Management & Administration (MGA), in respect of WHE's activities in the Region, covering a variety of interrelated budgetary and human resources, security and other related issues.

2. Provide support to RED on policies and procedures covering Management & Administration related to WHO's work in emergencies.

3. Manage HR requirements with regard to contract management and funding needs as per approved workplans.

4. Coordinate, guide and oversee support staff in WHE's technical teams (CPI, EMO, IHM, HIM and MGA) .

5. Support in review and finalising workplans and budgets and manage the work of the Work-planning, Budgets & Finance team in establishing standardized emergency programme work plans and budgets, monitoring the status of funding available and projected and resulting funding gaps and ensuring rapid availability of funding for immediate needs, with sustainable, predictable financing.

6. Coordinate HR, Security & Staff Wellbeing team and ensure the provision of high quality, predictable HR, security and staff wellbeing services, managing sourcing for events, including development and maintenance of rosters and candidates allowing for rapid deployment of resources during emergencies. Provide advice on security and well-being of all staff, particularly during deployment.

7. Collaborate working arrangements with WHE/HQ counterparts and other departments and units, at regional and country office levels.

8. Assist RED in fulfilling WHO's mandate and undertaking any other duties as required by RED.

9. Perform other related duties including replacing and backstopping as required.

REQUIRED QUALIFICATIONS

Education

Essential: University degreecovering finance and accounting management. Desirable: Specialized training in emergency/humanitarian response. Training in programme management.

Experience

Essential: At least five years' of relevant experience including some years of international exposure in management and administration of international public health programmes Desirable: Experience of working with the UN and in a developing country is an advantage

Skills

Proven organizational and analytical skills, together with excellent interpersonal skills. Capacity to promote and implement collaboration and exchange with partners, toward the implementation of best practices. Ability to write technical documents related to management and administration in a clear and concise manner.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 60,962 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1687 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
