Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

United Nations Development Programme (UNDP), United Nations Capital Development Fund (UNCDF), and UN Women are launching a new Joint Programme entitled Women’s Empowerment for Inclusive Growth (WING). WING will support women’s participation in the local economy as employees and entrepreneurs by developing their skills, facilitating access to financing and breaking entrenched discriminatory attitudes, norms and stereotypes that work against women’s participation in the social, political and economic spheres. UN Women will act as the Convening Agent (CA) and Administrative Agent (AA) of the Joint Programme for overall coordination of the Participating UN Organizations (PUNOs) and administration of funds. The programmatic and financial accountability rests with the PUNOs that are managing their respective components of the WING programme.

About the Position Reporting to the Programme Management Specialist, the incumbent contributes to the effective execution of UN Women’s responsibilities as PUNO, CA and AA of WING project by providing substantive inputs to programme design, formulation, planning, implementation, coordination of joint activities such as reporting and evaluation, and disbursement of programme funds to PUNOs as per the programme document and Steering Committee decisions. The incumbent guides and facilitates the delivery of UN Women’s programme component in WING by monitoring results achieved during implementation and ensuring appropriate application of systems and procedures and develops enhancements if necessary. The incumbent works in close collaboration with the programme and operations team, UN Women HQ staff, the WING teams of UNDP and UNCDF, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation.

Duties and Responsibilities

1. Provide substantive technical support to the implementation and management of the UN Women component of WING programme: • Provide inputs and develop the annual workplan and budget and manage their implementation; • Identify components to be implemented through Responsible Parties and provide substantive inputs to the design of activities; • Lead the design and implementation of activities to be directly implemented by UN Women; • Lead the coordination of the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners; • Review, coordinate and monitor the submission of Responsible Party financial and narrative reports; • Train partners on Results Based Management and monitor implementation. • Record and maintain documents on Programme activities, issues, and risks.

2. Provide technical assistance and capacity development to programme partners of the UN Women component of WING programme: • Coordinate and provide technical support in the implementation of programme activities; develop technical knowledge products; • Maintain relationships with national partners to support implementation and expansion of the WING programme; • Identify opportunities for capacity-building of partners and facilitate technical/ programming support and trainings to partners, as needed.

3. Provide technical inputs to the monitoring and reporting of the UN Women component of the WING programme: • Monitor progress of implementation of activities and finances using results-based management tools; • Draft reports on monitoring missions, programme results, outputs and outcomes; • Prepare UN Women’s inputs to narrative progress and final reports to the donor. • Provide substantive inputs to the preparation of Country Office reporting.

4. Contribute to coordination of the WING Joint Programme: • Support establishment of systems for joint project planning, implementation and monitoring, in collaboration with PUNOs; • Gather inputs from PUNOs and support the preparation of joint workplans in line with the programme document; • Support the preparation of periodic narrative progress reports and expenditures status reports to donor with inputs from PUNOs; • Coordinate PUNOs with regards to audit and evaluation; • Record and maintain documents on relevant Programme activities, issues, and risks; • Ensure the conditions specified in the Standard Administrative Arrangement signed with the donor(s) and Memorandum of Understanding signed with the PUNOs are being implemented; • Manage the responsibilities of Steering Committee Secretariat (e.g. call for and support Steering Committee meetings, prepare documents for the Steering Committee)

5. Provide substantive technical inputs to the management of people and finances of WING programme: • Monitor budget implementation and make budget re-alignments/ revisions for UN Women component of WING, as necessary; • Provide substantive inputs to financial reports; • Oversees the monitoring and maintenance of records of funds received from donor and disbursed to PUNOs in close coordination with finance in HQ; • Oversees the preparation of requests for the disbursements to UNDP and UNCDF as per the programme document and decisions of the Steering Committee; • Works closely with HQ finance to develop and share the consolidated periodic and final financial reports; • Coordinates operational and financial closure of the JP.

6. Provide substantive inputs to building partnerships and resource mobilization strategies: • Provide substantive inputs to resource mobilization strategies; analyze and maintain information and databases; • Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles; • Participate in donor meetings and public information events, as delegated; • Coordinate relationships with national partners to support implementation and expansion of WING, raise potential problems and suggest solutions;

7. Provide technical support to inter-agency coordination on women’s economic empowerment and WING to achieve coherence and alignment of WING with other partners in the country: • Provide substantive technical support to the Country Representative and senior management on inter-agency coordination related activities by drafting background reports and briefs; • Work with PUNOs to identify similar programmes on women’s economic empowerment by other organizations and keep the Steering Committee informed of developments in these programmes and recommend areas of synergetic work.

8. Provide substantive inputs to advocacy, knowledge building and communication efforts: • Develop background documents, briefs and presentations related to WING; • Coordinate and organize advocacy campaigns, events, trainings, workshops and knowledge products; • Coordinate the development of knowledge management methodologies, and products on WING; • Document the programme implementation products.

• Efficiency in meeting deadlines; • Efficiency in managing and strengthening external relations (donors, implementing partners and PUNOs); • Timely and quality implementation of Programme activities against set workplan and budget; • Quality of reports, plans, and other products generated through the programme; • Regular and timely monitoring of activities; • Enhanced best practices and lessons learned documented and circulated.

Required Skills and Experience

Education and certification: • Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required; • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

• A project/programme management certification would be an added advantage

Experience: • At least 4 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building; • Knowledge and experiences in women’s economic empowerment programmes is highly desirable; • Experiences in coordinating and liaising with government agencies and/or donors is an asset; • Experience working in developing countries within the UN system, Agencies, Funds or Programs is an asset.

Language Requirements: • Fluency in English and Bangla is required; • Knowledge of the other UN official working language is an asset.
