Org. Setting and Reporting This position is located in the UNODC Regional Office for West and Central Africa (ROSEN) of the United Nations Office on Drugs and Crime (UNODC) in Dakar, Senegal, with responsibility for implementing the project Organized Crime: West African Response to trafficking (OCWAR–T). The Programme Coordinator will work under the overall guidance of the UNODC Representative, ROSEN and report to the Senior Law Enforcement Expert. The incumbent will also work in close cooperation with the Division for Operations, particularly the Regional Section for Africa and the Middle East, and the Organized Crime and Illicit Trafficking Branch (OCB), Division for Treaty Affairs (DTA) at UNODC headquarters in Vienna.

Responsibilities The incumbent will be responsible for the overall management, implementation, monitoring and evaluation of the project aimed at strengthening the regional effort to prevent and manage conflicts and security threats in the ECOWAS region.

The incumbent will, in particular, perform the following specific tasks:

•Manage, coordinate and implement (OCWAR–T) project activities at national and regional levels according to approved project documents/revisions, valid contribution agreements, valid policies and financial rules and regulations, and costed work plans; identify problems and issues to be addressed and initiate corrective actions; liaise with relevant parties; ensure follow-up actions. Lead operational activities in the assigned substantive area(s) and/or countries and region and coordinate the delivery of a variety of specialized technical services for governments and their institutions, including the Transnational Organized Crime (TCU)/Criminal Intelligence and Investigation Task Forces (CIITF);

•Coordinate strategic relations with donors, OCWAR-T partners (GIZ, EU Delegation, Federal Foreign Office of Germany), ECOWAS and other stakeholders; make project achievements known and identify areas of new assistance, provide briefings to donor countries, funding and co-operating agencies, including UN relevant agencies present in West Africa, as well as intergovernmental organizations. Ensure maximum strategic visibility for project counterparts, donors/partners and UNODC, in line with respective rules and guidelines;

•Manage outreach, visibility and advocacy activities related to OCWAR-T. Prepare reports, inputs to reports, briefing notes and interventions for reporting on OCWAR-T related issues for both Vienna HQ and in the context of reporting requirements and UNODC contributions in the context of the work of the United Nations Security Council (UNSC), United Nations General Assembly (UNGA), UN Peace Building Commission, SG Policy Committees and relevant UN interagency task forces, etc.;

•Lead the development of OCWAR-T projects and project revisions in line with the Regional Programme for West Africa and UNODC strategic frameworks for circulation with potential partners/donors and identify new funding opportunities for programme expansion;

•Lead and/or participate in large and complex field missions (e.g. Monitoring & Evaluation missions), guide external consultants, government officials and other parties and draft mission reports, and ensure follow-up action;

•Continuously monitor developments related to organized crime and illicit trafficking (of drugs, firearms, human beings and other commodities) in West and Central Africa;

•Act as a resource person for UNODC, providing advice and guidance on UNODC’s involvement in broad transnational organised crime and illicit drug trafficking matters as well as prevention of trafficking in persons and protection of victims in geographical areas; as well as the delivery of a variety of specialized technical services in law enforcement and other areas for governments, e.g. expert advisory services, expert group meetings, training seminars, workshops, study tours etc;

•Liaise on substantive issues with counterparts in UN and UNODC, both in Vienna and at ROSEN, officials of other organizations and specialized agencies; follow up on UNODC decisions, issues and documentation with relevant officials;

•Coordinate the OCWAR-T national projects by managing the human resources allocated to OCWAR-T including coordinating the work of and guiding staff. Participate in the selection and recruitment process of international and local staff. Coordinate programmatic/administrative tasks necessary for the achievement of expected results;

•Prepare budgets, performance parameters and indicators, programme performance reports and inputs for results-based budgeting and results-based management; Supervise project expenditures and utilization of funds related to the OCWAR-T and ensure compliance with UN financial rules and regulations, initiate project and/or budget revisions;

•Coordinate the preparation and dissemination of costed work plans, terms of reference and other related project documentation, as well as the preparation of various written outputs, e.g. briefing notes for senior management, sections of UN/UNODC reports such as UNODC Annual Report, lead the process of ensuring quality inputs to publications, website and other reports;

•Perform other work related duties as required.

Competencies •Professionalism – Has knowledge and understanding of theories, concepts and approaches relevant to crime, drug control and/or terrorism related issues. Has knowledge of policies and practices in international drug control and crime prevention, as well as the mandates of the United Nations Office on Drugs and Crime. Has good understanding of the current challenges in the area of crime prevention and law enforcement, drug demand reduction, and financial crime in the developing countries. Has very good research and analytical skills and the ability to communicate in a clear and concise manner and to articulate ideas correctly and in a convincing way. Is able to identify and contribute to the solution of problems/issues. Has proven ability to manage complex technical assistance programmes and to mobilize external partners and stakeholders. Is able to apply good judgement in the context of assignments given, plan own work, revise and coordinate the work of others and manage conflicting priorities. Has knowledge of various research methodologies and sources, including electronic sources on the internet, intranet and other databases. •Communication – Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience; demonstrates openness in sharing information and keeping people informed.

Education An advanced university degree (Master’s degree or equivalent) in the fields of law, criminology, public administration or related fields is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven years of relevant, progressively responsible professional work experience in national and/or international law enforcement, investigation, police, drug and/or crime prevention and control is required. Several years of experience in the field of drug law enforcement/organized crime in an operational capacity is required. Project/programme planning and management experience at national or international levels is required. Experience in donor relations and fundraising in desirable. Relevant experience in a field environment is desirable. Relevant working experience in Africa is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Working knowledge of French or Portuguese is desirable. Knowledge of other United Nations official languages is an asset.
