Duties and Responsibilities The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The overall objective of the UN Environment's Economy Division is to encourage decision-makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities. With the Economy Division, the Chemicals and Health Branch promotes joint approaches to the environment and health that demonstrate the economic, environmental and health advantages of sound chemical and waste management. The Branch works closely with governments, international organizations, industry and civil society around the world to develop solutions for the sound management of chemicals and waste. The position is located in the Economy Division, Chemicals and Health Branch, Global Environment Facility (GEF) Unit, at the Nairobi duty station.

The Programme Budget Specialist is an expert with a thorough knowledge and understanding of budget management. He/she will work closely with the Head of the Unit and will be responsible for providing support in budget planning, preparation, allocation, management, and monitoring to ensure the availability and effective/optimum utilization of project and programme finances.

The Programme Budget Analyst will be working on multiple Global Environmental Facility (GEF) funded projects. Within the delegated authority and under the supervision of the Head of the Unit, the Programme Budget Specialist will be responsible for the following duties:

  • The Integrated Planning, Management and Reporting (IPMR) solution integrates several Umoja modules such as Strategic Management, Budget Formulation and Project System, to offer a holistic, end-to-end solution which enables programme managers to plan and monitor substantive work and resources, based on defined activities, tasks and timetables. IPMR utilizes the results-based management methodology, enabling clear linkages between resources and results frameworks, and improved management of day-to-day UN operations, including management of substantive and programmatic activities in addition to administrative processes. The programme Budget Analyst will overlook and approve the entries made into the IPMR system. Furthermore the Programme Budget Analyst will ensure that all active projects under the portfolio has been correctly entered into IPMR.
  • Portfolio Management System is a system created to keep track of every project in the portfolio on how it contributes to indicators, sustainable development goals (SDGs), the mid-term strategy (UNEP MTS) and the programme of work. The Programme Budget Analyst will utilize power budget intelligence program to maintain the portfolio created management system. This will entail liaising with Corporate Services Division (CSD) colleagues in making sure the entries are up to date.
  • Management Reporting – The Programme Budget Analyst will analyse the PIMS+ report that goes to senior managements represents the Portfolio Project data appropriately and will work with focal points to ensure that the data is updated, corrected and represented appropriately.
  • The Programme Budget Specialist will be responsible to review legal instruments prepared and liaise with team members and partners to ensure that the legal instruments are issued in a timely and accurate manner.
  • The Programme Budget Specialist will also play a key role in grants management and the cash balances of grants which ensures smooth incurrence and recording of expenditures in a timely manner as well as the disbursements going out in a timely manner.
  • Keep up to date on documents/reports/guidelines that have a bearing on matters related to programme, ensuring with United Nations policies and procedures.

Reporting Lines: The consultant will be under direct supervision of Programme Budget Officer and overall supervision on GEF Chemicals and Waste Unit head.

Qualifications/special skills Academic Qualifications: An advanced level university degree in development, economics, business or public administration, finance, or accounting is required. Experience: - A minimum of 7 years of experience in financial planning, budget management and operations is required. - Proven working experience with the Enterprise Resource Platform (ERP) systems, (e.g. UMOJA) is required. - Work experience in the United Nations is desirable; Language: - Fluency in English is required. - Knowledge of other United Nations languages is an asset.
