Org. Setting and Reporting This position is located in the Policy and Coordination Unit (PCU) of the Programme, Planning and Budget Division (PPBD). The Programme Budget Officer reports to the Head of the Unit.

PPBD is committed to ensuring the highest standards in the preparation and presentation of programme budgets of the United Nations. These budgets are formulated in line with the agreed results-based budgeting methodology. PCU is responsible for the preparation, dissemination and coordination of budgetary practices, policies and guidance related to all aspects of programme budgets and for the continuous pursuit and development of improved solutions that address challenges affecting the programme budget. Given its central role, it consolidates budgetary information and presents it to a broad range of stakeholders, including internal and external clients, senior managers, specialized, oversight and intergovernmental bodies.

Responsibilities Within delegated authority, the Programme Budget Officer will be responsible for the following duties:

Budget preparation: - Prepares, reviews and finalizes templates, forms, standard costs and other tools to be used in the formulation of budgets by clients. - Reviews, analyses and finalizes programme plans and cost estimates and budget proposals, in terms of staff and non-staff requirements from Departments/offices at headquarters and in the field, including programmatic aspects. - Provides detailed input with respect to resource requirements for budget submissions. - Reviews, analyses, consolidates and finalizes statements of programme budget implications in light of additional mandates. - Provides substantive support to relevant intergovernmental, oversight and expert bodies in their budget review; assists in securing approval from the General Assembly.

Budget administration and reporting: - Issues allotments, including redeployment of funds when necessary, ensuring appropriate expenditures. - Manages, forecasts and monitors budget implementation and recommends reallocation of funds as necessary. - Reviews and finalizes budget performance reports, analyzing variances between approved budgets and actual expenditures, and provides budgetary information to be reflected in the financial statements. - Provides substantive support to relevant intergovernmental, oversight and expert bodies.

General - Reviews budgetary practices and processes with a view to streamlining such practices and processes, including through: a) automation; b) the enhancement of information systems; and c) the development of tools that facilitate budgetary and financial functions. - Reviews budget documents to ensure compliance with applicable policies and guidance. - Provides guidance for the review of large volumes of data and information and recommends ways to summarizes it in a simple, attractive and accessible manner so it can be presented to clients, senior management, oversight and expert or intergovernmental bodes. - Provides advice and guidance, including training, to headquarters and field staff on budgetary and financial policies and procedures, including results-based budgeting. - Represents OPPFB, the Division or the Unit in inter-departmental meetings and/or technical survey missions on matters related to resource requirements, programming and budgetary issues. - Keeps up-to-date on documents/reports/guidelines/recommendations from oversight bodies that have a bearing on matters related to program and/or peacekeeping budgets, ensuring compliance with intergovernmental and audit recommendations and decisions as well as with United Nations policies and procedures. - Drafts reports, supplementary information, presentations, other documents and correspondence for oversight, specialized and intergovernmental bodies, internal and external clients and for management on budgetary issues. - Undertakes research and analysis of budgetary policies and procedures, makes recommendations for changes and/or modifications. - Reviews data and information to ensure the integrity of financial and management systems and the controls that underpin them. - Provides support with respect to representation of the Secretary-General in meetings of legislative organs. - May plan, organize, manage and supervise the work of the Unit/Section assigned. - May be asked to perform other related duties.

Education Advanced university degree (Master’s degree or equivalent) in business administration, finance, or related field is required. A first-level university degree (Bachelor's degree or equivalent) in combination with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven years of progressively responsible experience in finance, budget, business or public administration, statistics, information systems or related area is required.

Of the seven years, at least 3 years of experience in results-based budgeting in a large organization is required.

Experience in validating the integrity and accuracy of budgetary and financial information in ERP systems is desirable.

Experience in the simplification of business processes and procedures, including through automation and through the design, development and deployment of enhanced information systems or tools is desirable.

Experience in analysing budgetary challenges such as funding shortages and proposing policy solutions to address them is desirable.

Experience in drafting financial and budgetary policies, and providing training on budgetary matters is desirable.

Experience in the calculation of standard costs to be used in the formulation of budgets is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
