ORGANIZATIONAL CONTEXT

SCOPE is WFP’s beneficiary and transfer management platform that supports the WFP programme intervention cycle from beginning to end. The SCOPE platform is a web-based application used for beneficiary registrations, intervention setups, distribution planning, transfers and distribution reporting. SCOPE currently supports all WFP transfer modalities: in kind, voucher and cash for a variety of project activities. The platform can be used in many ways depending on the specific needs of the country and the type of delivery mechanism required.

The Programme Associate (SCOPE) will be working under the supervision of the SCOPE Project Manager, receiving guidance and regular feedback from the Strategic Outcome Manager on work performed. The job holder will be involved in providing technical support to the Cooperating Partner's enumerators employed by WFP to complete the beneficiary validation and data enhancement process.

JOB PURPOSE

To manage the SCOPE database during data enhancement, and preparation of records for enrolment; to provide technical support to a team of enumerators to ensure that quality data are captured in an efficient and consistent manner; and to coordinate with the SCOPE Focal Persons for the timely and regular uploading of data.

BACKGROUND

In 2021, WFP Philippines developed its Standard Operating Procedures (SOP) for the implementation of anticipatory actions (AA) under the 2021/22 UN CERF Anticipatory Action project, where WFP is a key implementing partner. The UN CERF AA project focuses on severe Category 4 or 5 typhoons and based on a system of forecast triggers enables the distribution of multi-sectoral humanitarian assistance to the most vulnerable populations as early as 3 days prior to typhoon landfall.

WFP’s AA project currently focuses on: i) the Bicol region (Region V) where it aims to cover 25,000 vulnerable households in 15 municipalities in the provinces of Albay, Catanduanes and Sorsogon; and ii) the provinces of Southern Leyte (Region 8) and Surigao Del Norte (Caraga region) where WFP aims to cover an additional 25,000 vulnerable households. WFP’s anticipatory actions include the dissemination of last-mile early warning messages and the distribution of multi-purpose cash (through SMS, direct cash or distribution of MTCN vouchers) to help beneficiaries take the necessary preparations, for example purchase of nutritious food items and medicine, shelter strengthening and livestock evacuation ahead of the typhoon landfall.

As part of its preparations ahead of the peak typhoon season for 2022, WFP will be working with a Cooperating Partner (CP) to support with the implementation of the necessary preparedness measures, including validation of the existing beneficiary lists, coordination with partner LGUs, beneficiary sensitization and in the case of a trigger activation, distribution of the anticipatory cash assistance for barangays in geographically challenged locations (the process and method to be agreed upon with WFP).

During this Preparedness phase, WFP will also hire a SCOPE Team Leader who will be working closely with the CP in his/her assigned geographic area to support with the beneficiary validation and data enhancement activities.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Support in the development of data enhancement plans, contracts, processes, procedures and schedules. 2. Ensure that all material resources are available, functioning, deployed and maintained during the exercise and liaise with administrative and IT focal points to ensure that all services necessary for the team to function fully are in place and the timely (car hire, tents, chairs/tables, fuel, generators, IT infrastructure etc.). 3. Work with local authorities, cooperating partners, counterparts in WFP offices to coordinate daily data enhancement and sensitization exercises in the identified areas. 4. Support the mobilization teams operating in the assigned locations and be the focal person for the team during the mop up exercise of the data enhancement. 5. Provide supervision of the enumerators to ensure productivity and ensure that quantity and quality of data collected is adequate. 6. Conduct the regular data quality checks during the data enhancement exercise and provide technical backstopping when needs arise. 7. Provide daily error feedback to the enumerators to ensure that the daily data collected improve on a daily basis. 8. Prepare daily update for the data enhancement exercise and ensure that a daily debrief is done with the Project Manager. 9. Analyze, categorize, and consolidate information about queries received and issues raised from beneficiaries during the data enhancement, ensure appropriate feedback is given to the beneficiaries and procedures are prepared. 10. Provide oversight on the collection of FSP mapping information conducted by the CP. 11. Perform any other duties as needed.

STANDARD MINIMUM QUALIFICATIONS

Education: University degree in information technology, computer science, engineering, project management or business management, or other relevant fields

Experience: • Has at least 2 years background on data management and data analysis; • Has knowledge of basic IT systems; • Has at least 1 year of field experience in humanitarian response operations; • Has at least 2 years’ experience in managing a team for a project implementation; and • Must have a minimum work experience of three years

Knowledge: • Understanding in team management and providing administrative support to the team. • Ability to develop and maintain relationships with a range of individuals in order to provide high-quality support service. • Good communication skills required to give and receive information and work with a variety of individuals. • Ability to prioritize, multi-task, coordinate workloads, and work under pressure to meet deadlines. • Ability to conduct data analysis and detailed-oriented • Ability to work unsupervised and under own initiative

Language: Excellent written and oral communication skills in English and Filipino. Knowledege of the local language an advantage.
