ORGANIZATIONAL CONTEXT

WFP supports over 1.4 million people in Cox's Bazar, Bangladesh including over 860,000 Rohingya refugees and host community Bangladeshi under the L2 emergency operation. WFP provides food and nutrition assistance to the entire refugee population in the world’s largest refugee camp as well as school meals, nutrition service, and livelihood support to host communities in Cox’s Bazar. WFP operates a large livelihoods programme outside refugee camps, targeting vulnerable Bangladeshi women, empowering them socially and economically through entrepreneurship trainings and business start-up capital (for both on-farm and off-farm businesses). Inside the camps, WFP builds the self-reliance of Rohingya refugees, mainly women, though offering various vocational trainings (e.g. tailoring, embroidery, mobile phone repair) in collaboration with other UN agencies and NGOs.

JOB PURPOSE

Support the knowledge and financial management, and programmatic planning, for the Self-Reliance project.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the overall supervision of the Head of Unit of Self-Reliance in WFP Cox’s Bazar the incumbent will focus on providing effective specialized support and technical analyses to programme activities, reporting, financial management of the unit, knowledge and information management, Cooperating Partner liaison, field monitoring, and business support.

Programme and Operations:

  • Manage corporate processes involving WFP’s cooperating partners including financial documentation for expenditures, facilitate Field Level Agreement with partners and the amendments required, conduct/ facilitate annual CP performance evaluation etc.
  • Ensure the documentation and maintenance of records of field monitoring plans, data from the field, such as output monitoring data; reports such as cash distribution reports, plans etc.
  • Assist the Head of Unit in planning, monitoring and reconciling budget(s) to ensure that planned
  • Provide support in regular reporting on the implementation of inclusive of challenges, achievements, case studies from collaborating partners as well as the realistic and contextualised solution to Head of Unit.
  • Review partners monthly reports, i.e. CP Distribution Reports, Monthly Utilization Reports, Project Implementation Reports, etc. and provide feedback.
  • Collect and summarise data, collaborating with implementing partners where required, conduct analysis and prepare reports in order to support programme reviews and informative decision-making.

Knowledge and Information Management:

  • Coordinate with the M&E, FSS, Digital Solution, Reports, and Partnerships teams, and other relevant programme teams, for monitoring, digitalization, and reports purposes and to support donor proposals.
  • Establish the system, structure and tools for effective and efficient knowledge management and reporting mechanisms for self-reliance activities.
  • Liaise with WFP’s cooperating partners to identify additional best practices and achievements.
  • Manage digital records of the team’s documentation.
  • Ensure timely preparation, production, and dissemination of the project’s communications materials, PowerPoint presentations, tracking spreadsheets, and development and maintenance of dashboards using Tableau and MS Power BI etc.
  • Ensure Distribution Report entries in COMET and facilitate validation in system.

Business Support and Fund Management:

  • Monitor expenditures against funding limitations to ensure against budget overruns in collaboration with the Resource Management and Partnership Unit.
  • Check and verify partners quarterly and monthly invoices and expenditure statements and process payments.
  • Track CP spending, manage cash forecast, book estimated expenditure and enter actual expenditure in WINGS, perform monthly invoice matching and payment process in ITS.
  • Oversee and/or review the work of other support staff, providing practical advice and guidance, to contribute to delivering objectives to agreed standards.

STANDARD MINIMUM QUALIFICATIONS

Education: University degree in Economics, Social Science, Development Studies, Statistics , Finance, or other relevant areas.

Experince : A minimum of five years of experience with three in programme and operational management, knowledge and information management, financial management and reporting field. Language: Fluency in English & Bengali (both oral and written) is required.

Knowledge & Skills : Strong knowledge and experience in data review and analysis using computer software (MS Office Application, Tableau, MS Power BI etc.). Performing all the system-related tasks (WINGS, ITS, COMET). Familiarity with Rohingya activities in the camps, payment modalities and CBT, digital solutions, resilience, Knowledge and Information Management and Financial Management etc.

TERMS AND CONDITIONS

Contract Type : Service Contract

Contract Duration : Twelve (12) Months

Duty Station : Cox’s Bazar, Bangladesh

Nationality : Bangladeshi only

Monthly Net Salary : BDT 114,638
