STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in the related functional area is desirable – Finance, accounting, business management, procurement.

Experience: At least five years of relevant experience in the functional area Language: Fluency in both oral and written communication in English and Portuguese Languages.

ORGANIZATIONAL CONTEXT

Reporting directly to the Head of Programme (Pemba) and the Head of NGO Partnership (Maputo), this position is based in Pemba field office.

JOB PURPOSE

To follow up Field Level Agreement associated tasks

KEY ACCOUNTABILITIES (not all-inclusive)

  • Serve as Focal Point to all Cooperating Partners working with WFP in Pemba;
  • Track and perform tasks related to the creation, amendments and follow up of the agreements of the Pemba based NGOs working with WFP in close coordination with the field office and the NGO partnership unit;
  • Review and track Cooperating Partners invoices and payments;
  • Ensure that all invoices are recorded in tracking tool and reviewed within 48h upon arrival to the field office, coordinating required adjustments with the cooperating partners as required;
  • Review of all stock reports submitted by the cooperating partners;
  • Produce monthly Cooperating Partners payment status reconciliation;
  • Coordinate with the country office to ensure that all agreements and justifications are timely processed;
  • Ensure that all expenditures related to agreements are monitored to not exceed the planned agreement costs;
  • Coordinate cooperating partner’s performance evaluation;

Understands the implementation of food and cash assistance programmes under guidance using basic understanding of principles and good practices of programme design, implementation and monitoring.

Understands technical concepts, data and their relevance to food and cash-based assistance programme, including concepts of accounting, project management and evaluation.

Understands and applies basic principles of engagement with government and NGO counterparts at the national or local level.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

    • Has facilitated communication with technical teams (i.e. nutrition, VAM, etc.)
    • Has relevant experience in the functional area;
    • Has observed or assisted with policy discussions;
    • Has experience in data analysis, project management and excel (mandatory)
