ABOUT WFP

WFP is globally mandated as the leading agency for the prevention and treatment of moderate acute malnutrition (MAM). In Mozambique, WFP provides support for MAM through the National Nutrition Rehabilitation Programme (Programa da Reabilitação Nutriciona - PRN) in 6 of 11 districts in the country. The main support provided is the provision of nutrition supplements to vulnerable groups such as pregnant and lactating women (PLW), children under five years of age (CU5), and people living with HIV/TB (PLHIV/TB), as well as monitoring and evaluation (M&E) of the PRN programme implementation. The provision of specialized nutritious foods (SNF), in the form of a Ready-to-use Supplementary Food (RUSF), for MAM treatment is distributed to over 320 health facilities in the 6 districts. WFP Mozambique Nutrition Unit collects a wealth of relevant data within the MAM treatment programmes and has developed systems used to collect relevant data, which is regularly overseen, organized and coordinated in liaison with the field-office nutrition focal point to ensure the constant flow of correct and timely data. The data is used by WFP and partners to adapt and optimize the nutrition intervention. Its routine system allows for results to be made available in a timely manner, showing credibility of the work WFP does to stakeholders including Government and donors.

Moreover, as part of the nutrition cluster response, WFP will ensure that food consumption deficits for the most vulnerable are address through Blanket supplementary feeding programmes (BSFP) for children and pregnant and lactating women.

ORGANIZATIONAL CONTEXT

These jobs are found in Regional Bureaux (RBs), Country Offices (COs), Area/Field Offices (AOs/FOs). Job holders typically report to a Programme Policy Officer or Head of Field Office. At this level, job holders are expected to demonstrate responsibility and initiative to respond independently to various queries with only general guidance. There is a requirement to use judgment in dealing with unforeseen operational problems on a daily basis. Job holders are expected to manage resources and coach and coordinate support staff.

STANDARD MINIMUM QUALIFICATIONS

Education: University degree in Nutrition, Health or other relevant field, with relevant work experience and/or training/courses.

Experience: Professional experience in a relevant field of work (nutrition/health and M&E), with a background and interest in international humanitarian development

Knowledge and Skills:

  • Experience in nutrition M&E project management in a related field
  • Strong analytical skills with the ability to analyse, interpret and extract key information
  • Strong oral and written communication skills, able to clearly articulate insights internally as we all to external stakeholder of WFP
  • In-depth understanding of WFP programmes, objectives and strategic priorities

Language: Basic (Level B) in English. Fluent knowledge in Portuguese.

JOB PURPOSE

  1. To lead the PRN M&E workstream including planning, implementation, oversight, trainings for relevant staff, analyses, reporting and adaptations guided by WFP M&E frameworks as well as the country office review and evaluation plan. Ensure timely and high-quality data of the PRN programme.
  2. To support the BSFP M&E workstream including planning, implementation, oversight, trainings for relevant staff, analyses, reporting and adaptations guided by WFP M&E frameworks as well as the country office review and evaluation plan. Ensure timely and high-quality data of the BSFP programme.
  3. Supporting nutrition related assessments (for example: SMART and coverage surveys). Liaising with other agency focal points for nutrition M&E and Government counterparts (SETSAN, MISAU) as needed for a successful undertaking of nutrition surveys with full support as requested by WFP.
  4. Active participation in the nutrition cluster for any matters related to M&E, surveys and assessments for the Nutrition and HIV Unit of WFP. Collaborating between multiple partners is key throughout the process (internally, external partners, other CO units).
  5. Support the monitoring and evaluation of activities under the leadership of Nutrition and HIV unit, with special focus in the emergency response.

KEY ACCOUNTABILITIES (not all-inclusive)

Reporting to the MERC Team Lead of the Nutrition and HIV Unit, working in coordination with PRN Team lead, CO M&E Unit, other CO Units, FO staff and partners, all overseen by the head of the Nutrition and HIV Unit at CO, the incumbent will perform the following tasks:

  1. Lead the M&E for the PRN Programme and support the M&E for the BSFP in WFP Mozambique

  2. Lead the routine monitoring of the MAM treatment (PRN) programming including COMET/ACR

  3. Insert and update interactive dashboard Tableau with MAM treatment programme data monthly, ensuring timely data is inserted for visualization and engage in discussions about adaptions to optimize dashboard
  4. Providing support to field-office nutrition programme focal points and guiding as needed for the correct reporting of PRN programme outcome and output data
  5. Represent WFP nutrition and participate at inter-agency fora related to M&E of acute malnutrition treatment and prevention (examples include meetings hosted by Technical Secretariat for Food Security and Nutrition (SETSAN) on IPC, baseline study, and vulnerability assessments etc.)
  6. Provide data and conduct analysis on PRN M&E to team members upon request as data manager of PRN programme (examples include monitoring figures for donor reporting, communication purposes etc.)

OTHER SPECIFIC JOB REQUIREMENTS

  1. Work in close collaboration and with internal counterparts and external partners to strengthen the quality and consistency of PRN M&E activities in the field
  2. Support in finalization of PRN (MAM treatment) COMET SOP/guidance with MERC team lead and lead dissemination to relevant nutrition and M&E colleagues in field offices.
  3. Provide similar support done for the PRN (MAM treatment) as part of the implementation of the BSFP.
  4. Provide support through technical inputs for nutrition-related assessments as a part of WFP’s engagement
  5. With guidance from MERC team lead liaise with survey focal points and counterparts, as well as PRN team lead to ensure a unified approach and voice by WFP Mozambique in technical inputs to nutrition related surveys (DHS, SMART, Rapid etc.)
  6. Deployment to field as requested and when needed for assessment related queries
  7. Undertake analysis of nutrition indicators if and when requested via
  8. Active participation in nutrition cluster meetings – as the M&E Nutrition focal for technical inputs
  9. Attend nutrition cluster meetings for coordination and technical discussions as WFP representative as required for nutrition and health related surveys to ensure WFP’s timely inputs.
  10. Provide support to M&E workstream in the area of HIV, whenever needed.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  1. Cultivated sustainable relationships with local NGOs, government authorities, and other implementation partner at national and provincial level
  2. Experience in using a variety of analytical tools and methods for causality analysis, forecasting, and other data modelling needs
  3. Performed monitoring, evaluations and assessments at different field locations
  4. In-depth understanding of WFP systems and processes on nutrition programming and M&E
