JOB PURPOSE

Working under the guidance of the Monitoring and Evaluation Officer (Field Operations) the selected candidate will work within the Monitoring & Evaluation Unit with a primary focus on development and implementation of comprehensive M&E systems for the food assistance programmes implemented by WFP in Cox's Bazar, including the refugee emergency response programme as well as host community livelihood programme. The Programme Associate (M&E) will be responsible for ensuring continuous, timely and efficient monitoring of WFP programmes to ensure the establishment of a robust evidence base and collection of information necessary to measure WFP performance in delivering its programmes to the targeted population. He/she will work in close collaboration with programme and other relevant units to ensure efficient dissemination and utilization of monitoring information.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Manage individual portfolio of M&E frameworks for individual programme activities, including logframe creation/updates and follow-up, design of monitoring tools, monitoring plans and data collection and reporting.
  • Close liaison with individual programme units to ensure development and implementation of comprehensive M&E framework for all programme activities in Cox's Bazar in line with the Bangladesh Country Strategic Plan and donor requirements.
  • Oversee the collection of output, outcome and process monitoring data by WFP monitoring staff and/or outsourced partner staff and tracking of progress against targets
  • Management of monitoring plans and monitoring staff assignments/planning for monitoring purposes.
  • Guide WFP Monitoring Assistants and/or outsourced partner staff on data collection techniques and data entry.
  • Management of data collection tools and data in WFP mobile data collection software MODA; curation and analysis of data in MODA.
  • Management of M&E IT inventory in close coordination with IT unit to ensure high quality data collection with mobile devices.
  • Conduct data analysis of output, process and outcome monitoring data and provide inputs for M&E reports in order to support operational decision-making.
  • Consolidate and produce regular narrative and statistical reports to document programme implementation and monitoring observations and follow-up on findings to inform programmatic decisions and ensure that corrective actions are taken and/or adjustments are made to programme responses as required;
  • Produce data visualizations for regular monitoring reports using data visualization software, such as Tableau.
  • Support in the preparation of regular quarterly/monthly M&E presentations to relevant units in WFP and support the M&E Officer in the delivery of these presentations.
  • Provide M&E information and data to Programme, Communication, Reports and Partnership units as required.
  • Suggest improvements to field monitoring processes and procedures for efficient implementation of the assistance programmes.
  • Organize and undertake frequent field monitoring spot check visits for all programme activities to verify data collection quality by WFP FMAs and/or outsourced monitoring entities.
  • Train national WFP and partner staff in appropriate monitoring and evaluation techniques to build capacity of staff, increase awareness on the importance of monitoring and evaluation and encourage accountability for demonstrating results.
  • Follow set emergency response processes and procedures for emergency food assistance.
  • Any other tasks as required.

EXPECTED OUTPUT

  • Demonstration of full knowledge of monitoring and evaluation standards, methods and processes.
  • Preparation of well-analysed data and comprehensive reports.
  • Technical support provided to management on issues related to monitoring and evaluation.
  • Data quality checks, consistency and accuracy are performed in a timely manner.
  • Effective coordination with Programmes and other units in the field
  • Tools, guidelines and training materials are developed with quality.
  • Training provided to WFP and partner staff in designing and implementing effective M&E.

STANDARD MINIMUM QUALIFICATIONS

Experience: At least 6 years of relevant experience. Work experience in the development or humanitarian field is desirable.

Education: Bachelor degree in relevant field.

Languages: Fluency in both oral and written communication in English and Bangla dialects.

OTHER SPECIFIC JOB REQUIREMENTS

Technical knowledge:

  • Developing M&E system including preparation of data collection tools.
  • Development and maintenance of monitoring database
  • Performance reporting of operations; developing training materials and training facilitation methods.

Skills and Abilities:

  • Proven knowledge, abilities and skills in the areas of Monitoring and Evaluation
  • In-depth knowledge of monitoring and evaluation methods, metrics, statistical applications and reporting systems.
  • Proven ability to network effectively with multiple work units;
  • Analytical skills.
  • Familiarity with programing design, implementation and operational challenges in food assistance;
  • Practical knowledge on how monitoring data is collected, compiled, analysed and presented for management decisions, programme adjustment and donor reporting.
  • Ability to facilitate and train different audiences.
  • Ability to meet agreed deadlines;
  • Ability to deliver results through planning and organizing activities;
  • Ability to prepare relevant documentation and training materials;
  • Proven ability to develop quality reports and analyses with minimal direction;
  • Excellent cross-group collaboration skills;
  • Ability to effectively communicate orally.
  • Ability to work with relevant technology and procedures (e.g.: web-based databases and other statistical applications) to collect, organize, share and use corporate information.
