STANDARD MINIMUM QUALIFICATIONS

Education: Advanced university degree in agriculture, rural development, veterinarian studies, development studies, environmental science, or related degree. Additional education background and/or experience in food security and livelihoods would be an asset.

Language:Fluency in Portuguese and English (level C).

Working knowledge of Makuhwa, Makonde or Mwani would be an asset.

ORGANIZATIONAL CONTEXT

These jobs are found in Regional Bureaux (RBs), Country Offices (COs), Area/Field Offices (AOs/FOs). Job holders typically report to a Programme Policy Officer or Head of Field Office. At this level, job holders are expected to demonstrate responsibility and initiative to respond independently to various queries with only general guidance. There is a requirement to use judgment in dealing with unforeseen operational problems on a daily basis. Job holders are expected to manage resources and coach and coordinate support staff.

JOB PURPOSE

The job holder will operate under the direct supervision of the Head of Programme in Pemba. He/she will be involved in day–to-day monitoring of livelihood activities and technical supervision. Subject to the guidance, he/she will provide advice on assets issues, applying the established norms, standards regulations and providing expertise in making determinations and recommendations across a range of assets creation activities.

KEY ACCOUNTABILITIES (not all-inclusive)

• Has attained advanced academic qualifications relevant to the position offered (agricultural, veterinarian and/or environmental studies).

• Has worked effectively under supervision on a large number of varied livelihood projects, mainly focused on agriculture and livelihoods, taken responsibility for work elements which have been assigned.

• The job holder should demonstrate more than 5 years of postgraduate progressively responsible professional experience in in livelihood programming, ideally at managerial position, overlooking and counseling agricultural and livestock activities, assets construction activities.

• Extensive experience in project counseling and supervision. Experience in evaluation and impact assessments, and ideally in the production of programmatic guidance manuals.

• Good level of familiarity with the purpose and modalities of FFA in general, and more specifically within the WFP context.

• Demonstrated experience and high acceptability in working with government, working groups and NGOs.

• Proven teamwork and partnering skills (facilitating dialogue and communications across diverse sectors, institutions, and geographic administrative levels).

• Excellent training skills.

• Experience in emergency settings or complex environment.

Duration: 12 months (With possibility of renewal)
