ORGANIZATIONAL CONTEXT

“Strengthening early warning systems and forecast-based early action in Teknaf” is an ECHO-funded two-year project located in three unions of Teknaf Upazila of Cox’s Bazar District. The project aims to contribute to designing a locally relevant model of Anticipatory Actions to help vulnerable communities in building resilience. A context analysis carried out recently in Teknaf underscores its vulnerability to multiple natural hazards. An early warning system for cyclones is well established. Discussions with technical experts indicate that it is possible to set up forecasts for flash floods also. The project will focus on developing and implementing early actions based on the forecasts of cyclones and flash floods. A Dhaka-based team will provide necessary inputs into the design and will be responsible for the overall implementation of the activities. A team based in Cox’s Bazar will provide on-the-ground support for implementing through coordination with cooperating partners, relevant Government agencies and technical partners.

JOB PURPOSE

Provide programmatic and coordination support to the cooperating partners and the Cox’s Bazar team as a member of the Team in Dhaka.

KEY ACCOUNTABILITIES (not all-inclusive)

The incumbent will work under the direct supervision of the Programme Policy Officer -Anticipatory Actions in Dhaka, who will provide technical and programmatic guidance to ensure timely and effective implementation of plans. For day to day guidance, the incumbent will liaise with the Head of DRR Unit in Cox’ Bazar.

S/he will be based in the WFP Office in Cox’s Bazar and travel to Teknaf as necessary and with the approval of the Manager. The incumbent will be accountable for the following:

1. Prepare and maintain a detailed work-plan, including orientation of Cooperating Partner, Financial Service Provider, Communities and relevant stakeholders. 2. Assist WFP sub-office to set up the ECHO- funded Anticipatory Actions project on ground. 3. Guide, review and provide feedback on Cooperating Partner’s work plan and implementation. 4. Oversee the management of the database to ensure timely inclusion and updating. 5. Ensure timely engagement of WFP units in relevant activities to ensure timely delivery 6. Support the implementation of Anticipatory Actions project, by following up with Cooperating Partner, and the Financial Service Provider. 7. Establish coordination arrangements with Government Officials and Disaster Management Committees at the Upazila and Unions levels to keep them informed and identify areas for developing synergies. 8. Conduct monitoring of the FbF/Anticipatory actions activities on regular basis and prepare report on field findings and share to all relevant parties including CO team. 9. Assist in preparation of progress report, data compilation and analysis. 10. Any other duties relevant to the work that may arise over the course of implementation

STANDARD MINIMUM QUALIFICATIONS

Education: Masters’ degree in any of the following discipline: Environmental Science, Disaster Management, Social Sciences or any other relevant fields. Experince : Minimum 5 years of experience in activities that involved resilience building, disaster risk reduction, climate change adaptation interventions

Language: Good command over spoken and written English

Knowledge & Skills:

  • Progressively responsible professional experience in Resilience, Climate Change and Livelihoods, preferably with the UN organization or international development organization.
  • Substantial experience in using computers for database management, budget preparations and analysis.
  • Demonstrated skills in building and relationships with Governments, donors, other donor-funded projects and stakeholders, local organizations, and partners.
  • Demonstrated interpersonal and negotiation skills

Duty Station :Cox's Bazar, Bangladesh (with frequesnt travel to Teknaf)

Contract Duration : 6 months

Monthly Salary : As per WFP policy
