.Organizational Setting

Malaria Team, WHO Myanmar has been supporting National Malaria Control Programme (NMCP) of Department of Public Health, Ministry of Health and Sports (MoHS) in implementing malaria control/elimination programme through the WHO-MoHS collaborative workplan. Over the recent years Myanmar has made significant progress in reducing malaria morbidity and mortality. Since 2012, malaria cases have been reduced by 89%, and deaths by 97%. NMCP is one of the Sub-Recipients of Global Fund Regional Artemisinin 3 Elimination grant. Through this grant WHO provides technical and managerial support to NMCP through its international and national staff. WHO hired National Staffs under SSA mechanism to support State/Regional VBDC staffs in all States/Regions. Important WHO support will be to supports as programme assistant for Malaria Intensification Plans, Malaria Elimination Demonstration Site and Establishing Malaria Elimination Cell in National Malaria Control Programme in Nay Pyi Taw. A dedicated person with the programme background, knowledge on information and technology, data presentation and digital file management skills will be needed. The incumbent will provide support to the national programme for collaborative activities, in consonance with and to support implementation of, relevant MoHS-WHO collaborative workplans 2020-2021, WHO country cooperation strategy for Myanmar, relevant indicators and targets in the National Health Plan 2017-2021 and in the Myanmar Sustainable Development Plan 2018-2030. The incumbents will work under the direct supervision of Scientist (Malaria) and overall guidance of the WHO Representative to Myanmar, and in close collaboration with the National Malaria Control Programme of Department of Public Health, Ministry of Health and Sports (MoHS) to perform the following tasks mentioned in the section below. These positions are contingent to successful acquisition of funds for 2021-2023.

Major Duties and Responsibilities

Under direct supervision of Scientist (Malaria Control) and general guidance by WHO Representative to Myanmar the incumbent will work with Director, National Malaria Control Programme to perform the following tasks;

Cataloguing National Malaria Programme Documents

  • Collect and collate malaria documents (National Strategic Plans, Guidelines, Training Materials, Vector Borne Disease Control Programme Reports, & Training slides, materials and reports)
  • Create a library of resources with those documents collected (physical and digital)
  • Coordinate with state/region programme staff, WHO field project coordinators and data assistants to collect digitize files, activities, photos and preserve
  • Manage all aspects of the elimination cell including cataloguing, circulation, collection, development, reference and access of the documents.
  • Develop, update and improve the online catalogue for malaria elimination cell.

    Malaria Elimination Demonstration Site support

  • Support Central Elimination Coordinator to create township profile (household information, population, villages, health care facilities) for Bilin township
  • Support Elimination coordinator to map the township malaria service and partners
  • Ensure that data assistant encodes timely data for Bilin township data across all health facilities, integrated community malaria volunteers and private sectors
  • Provide support in development of the baseline and end line assessment tools (forms, formats and checklists) for malaria elimination demonstration site
  • Coordinate with Township malaria focal point to follow up on compilation of malaria elimination documents to be maintained by township
  • Support in managing the stock of commodities, indent forms and supplies of the other of forms and formats to the township

    Information and Technology support

  • Digital cataloguing of the national malaria control programme documents
  • Designing forms and formats in xls sheet suitable for the use for malaria elimination demonstration sites, intensification plans, and monitoring and evaluation document.
  • Support in design online /paper survey forms of Community, Health Facility and Mobile and Migrant survey
  • Formatting / designing documents ready for printing
  • Support in generating tables & graphs from the malaria data sets suitable to use in the presentations, annual reports, malaria briefs, bulletins
  • Support minor day to day trouble shooting of malaria and dengue web-based data system
  • Prepare weekly summaries of the tables/graphs as guided by Director, Malaria

    General functions

  • The incumbent will closely coordinate with WHO Scientist (Malaria) and other WHO technical staff to receive timely technical guidance to support the National Malaria Control Programme.
  • The incumbent will directly report to Director, Malaria, National Malaria Control Programme, Nay Pyi Taw.
  • The incumbent will take concurrence of the Director (Malaria) of DOPH or any authorized officer for any leave(s) and official domestic travel(s) and get necessary approval from WHO Malaria Unit.
  • The incumbent will submit a monthly work and travel plan and activity report, or any other report as required to Deputy Director (Malaria) of DOPH and WHO Scientists (Malaria Control).
  • Perform other related duties as assigned by the supervisor.
  • Submit an assignment report on completion of the assignment.

Work Relations and Partnerships

The malaria team is working closely with National Malaria Control Programme and other partners supporting malaria control and elimination activities. The incumbent is expected to have working skills in a team and communication skills to manage the partnership. Most importantly the incumbent needs to work closely with the WHO team members, National and other Field Project Coordinators, Data Assistants and officials of National Programme at Central, State/Region of Ministry of Health and Sports.

Impact of functions

Since 2006 WHO Myanmar has been supporting the MoHS in implementing malaria control and drug resistance containment through the WHO collaborative workplan and with the financial support of various donors such as 3DF and GFATM, etc. WHO Myanmar also supports the implementation of the Dengue and Lymphatic Filariasis control, environmental and occupation health project. The overall objectives of the programmes include: 1) To strengthen national capacity on controlling malaria and vector-borne diseases, 2) To support implementation of malaria control and containment of drug resistance, 3) To assist strengthening of surveillance, monitoring and evaluation of malaria and other vector borne disease, 4) To strengthen national capacity in occupational and environmental health, water, sanitation and hygiene, and 5) To support implementation of donor supported collaborative programmes in malaria control, drug resistance containment, occupational and environmental health.

Qualifications

Educational background

  • Candidate must have a bachelor degree in any field
  • Desirable: Diploma in computer science with two years of relevant experience and with computer training will be an asset.

professional experience and knowledge

  • At least two years’ experience as IT/programme/data assistant or related that required the use of xls programming.
  • Experience working with the public sector, UN/INGO is desirable.
  • Must be excellent on the use of Microsoft Office especially MS Excel.

Skills/ Technical Skills and knowledge

  • Must be knowledgeable on the use of QGIS in desirable.
  • Experience with data management systems
  • Experience in design of forms/ formats for survey
  • Must be able to use email and internet.
  • Experience in trouble shooting basic IT issues.

language skills

  • Able to communicate in English - oral and written English and Myanmar is mandatory.
